A few minutes ago my phone rang. A voice at the other end of the wire asked: "What's this Brasilia, where Ike is sup posed to arrive today?" It's the shining, new, ultra modern capital of Brazil. It is located about 600 miles in land from sophisticated, lux urious Rio de Janeiro, Brazil's former capital. It is so new that the paint is hardly dry on the buildings where paint was used. It was carved out of the prehisetoric, timeless tropical jungle. HOW did the Brazilians come to move their cap ital from an old, solid, beau tiful city to this new site in a raw wilderness? Well, they had a precedent. WE provided it. In the late 1700's, we decided to move OUR capital from old (old in the New World sense, that is) Philadelphia-which had been our capital throughout the Revolutionary War and was the meeting place of the first U.S. Congress-to a raw, new site in the wilderness border ing the" Potomac river, some 200 miles to the south. It was in Philadelphia that Washing ton was inaugurated for his second term. John Adams took his oath of office as Pres ident there. It was in Philadelphia that John Marshall, later Chief Justice of the United States, announced the death of George Washington and ut tered the phrase that has be come inseparably linked with Washington's name: "First in war, first in peace, first in the hearts of his countrymen." decided to leave the old " and STRIKE OUT INTO THE NEW -which has been characteristic of America's growth and development. We hired a French archi tect and engineer, Pierre Charles L'Enfant, who came to America in 1777 to fight on our side in the War of the Revolution. His plan for the new capital city of the U.S-A. was accepted by. the congress and he began work on it in 1791. But, a year lat er, he had a disagreement with President Washington, and was dismissed. -- President Washington was a FIRM character. He had his own. ideas, and insisted that they be carried out. He was not the mild and beneficent old gentleman depicted for us in the painting that has be come stylized. The painting of him that hangs in the old Masonic lodge hall in Arling ton is much nearer to his true character. But L'Enfant's plan for the new capital city was carried out and has given us one oi the world's most beautiful cities. SO You see The Brazilians have prece dent for what they have done. IN CONCLUSION, a word about Brazil. The United States of Bra zil ranks first among the Latin-American states in area, population, natural resources and industries. It is the fourth largest country in the world, ranging after the Soviet Un ion J China and Canada. It is bifcer than the entire conti nent of Europe. The new capital city of Bra ihtai will be formally inaugu r ated on April 21 of this year, "during Ike's visit, the United ,States and Brazil will issue a second "declaration of Bra I silia" rallinff for lnter-Ameri- f en cooDeration as the best means of meeting communist thrusts in Latin-America-of . It might be added here that he has z job on his hands. There is consid erable evidence that in recent years we have been concen trating on the old world and taking the new one for granted.
