S. space authority said, "I would be extremely alert, starting right now, for news that the Russians had put a man in a rocket." The United States does not expect to put an astronaut into orbit until at least late 1961. The Navy said Soviet mer chant ships "with consider able electronic gear" have been spotted about 700 miles south of Midway and 1,200 miles west of Honolulu. Fleet Size Unknown How big a fleet the Rus sians are sending to the Pa cific region was not known here. The State Department said it would not protest the So viet stay-out warning to ships and planes. Officials said there was nothing illegal in the Russian warning. Space scientists were di vided over what the Russians are up to. There was specu lation that the Soviets are: -Setting up a system for recovering astronauts from manned satellites. -Testing huge rockets con sisting of clusters of existing Soviet engines which generate 600,000 to 800,000 pounds of thrust each. -Developing improved up per stages capable of stepping up the efficiency of their multi-stage vehicles. -Testing the accuracy of military missiles based, per haps, on Kamchatka across the Bering Sea from Alaska. Tips for Driving In Fog Given Medford motorists are fre quently subjected to the haz ards of driving in fog, but there are some simple rules that can greatly reduce these hazards, according to Chief of Police Charles P. Champ lin. Motorists will find driving easier if they will reduce speed and use low beam head lights, Champlin. said, but the only sure way for them to drive in fog is to drive care fully. At night, low beams help pierce the fog and illuminate the road ahead, Champlin said. Fog lights are good too, if set low and properly aim ed, he added. Even with the best lighting possible, Champlin pointed out, danger can come sudden ly and unexpectedly in a fog and the driver should go slow in order to stop quickly if necessary. In daylight fog it is neces sary to make the car visible without creating . too much glare for other drivers, and ordinary head and tail lights are the best for this, Champ lin pointed out. In regards to the use of parking lights, Champlin said they are illegal to use when headlights are required. Gold Hill Man Named Chairman Fred W.
