By United Press International The Northeast reeled today from an onslaught of snow, sleet and freezing rain that disrupted communications and blacked out thousands . ol homes. In tipper New York State, the sleet storm was described as the worst in 30 years. The Buffalo area was harpist hit. Ice piled . up on wires until they cracked and "utility men said it would be days before full service is restored. Heavy snow warnings were is sued for New Hampshire, Ver mont and southern Maine. High winds which pushed the storm through the Plains states and Middle west and battered Lake Superior with 'the worst gales in a half cen- -tury were diminishing. Snow Warnings Posted - ,The weather bureau posted Jheavy ' snow warnings for much of New England, in- 'eluding New Hampshire, Ver- mont and Maine. Parts of New iYork State were told to ex- iuect several inches of snow. The heaviest snow depth in ;the east was at Lebanon, NJi., r which reported 10 inches of snow on the ground. Scores of flights were diverted to Washington, D.C., from New York, Phila delphia ahd Baltimore because of the fog. Rockefeller Supporters Rap GOP Leadership New York (UPD Support ers of New York Gov. Nelson Rockefeller Monday night is sued a sharply critical state ment of the present Republi can party leadership and said they would work towards a draft Rockefeller for Presi dent movement. - "The governor's announce ment that he was withdraw-; ing from the race does not alter our conviction that his leadership is essential to the best interests of our country," said a statement issued by the group. Change Emphasised "In fact, his stand empha sizes a change in the leader ship of the Republican party. We are convinced, that the present leadership of the par ty has its hands tied by politi cal obligation and is stifling the true expression of vote of preference." The statement also charged present GOP leadership was creating apathy in the party and that there were fewer party members now than in 1948. To Continue Efforts ' The group said it planned to continue efforts to "stimu late support for Gov. Rocke feller as the Republican can didate for the President of the United States." ' Los Angeles County Repub lican chairman Alphonso Bell Jr. had hoped to meet with the group Monday to swing their support behind Vice President Richard M. Nixon, but the group said it would meet later with Bell. Paris has 12,000 dress de signers. . . Fact-Finding Board Holds No Settlement Hope Washington -tOPD- The "big 11" steel companies charged today that the union's con tract demands are "highly in flationary" and- responsible for the deadlock in negotia tions. . R. Conrad Cooper, chief management spokesman, made the charge at public hearings conducted by Presi dent Eisenhower's fact-finding board. The board held no hope for an early agreement. Offer Said Increased " Cooper said the companies have increased their offer several times, but the union recently raised its demands. "This is the very antithesis of union responsibility and proves beyond question that it is the union's policies and bargaining practices that have been solely responsible for the continuing deadlock," Cooper said. ' Cooper said the latest union proposal was made despite the urgent need for a settle ment to prevent another dis ruption of the economy if the steel strike resumes Jan. 26 when a Taft-Hartley injunc tion expires. Special Message Seen Meanwhile, Senate Repub lican Leader Everett M. Dirk sen of Illinois told a UPI re porter he looks for a steel settlement that will avoid a resumption of the steel strike. Dirksen said President Eisen hower probably would send a special message to Congress on the steel situation if the strike is resumed and if legis lative action appears neces sary,' but added that ."I just don't believe they'll go. back out on strike because I think we'll have a settlement." The board summoned the steel companies to present their side of the eight-mdnth-old controversy before wind ing up hearings this after noon. Both union and manage ment appeared to be intent on campaigning for votes in a government-sponsored poll of 500,000 Steelworkers' next month on "last offers" by the 11 biggest firms. Might Revert Pattern ! Steelworkers' President David J. McDonald hinted Monday that the union might reverse its historic pattern of industry - wide, walkouts if there is no settlement before a Taft-Hartley injunction ex pires Jan. 26. I He raised the possibility of a. partial, or selective, strike against one, two, or three of the largest steel producers un less an agreement is reached with each of the "big 11." Cuban Regime Said Prepared To Stand Against Invasion Havana -(DPD- President Os- valdo Dorticas Torrado said Monday night Cuba's revolu tionary regime, distrusting inter-American peace machin ery, is ready jf necessary to stand alone against a possi ble "invasion." Dorticos said the jet planes Cuba tried recently to buy from Britain were to have strengthened the nation against the foes the govern ment says are ready to at tack. Enemies Believed Massing - He said Mag. Pedro L. Diaz Lanz, former chief of the reb el air force, has "disappear ed" from Miami, suggesting that Premier Fidel Castro's enemies may already be mass ing in Central America for an invasion attempt. Diaz, who resigned his post and fled the country in pro test against what he describ ed as Communist infiltration of the Castro regime, has been living as a refugee in Miami. Hoberecht announced today that staff correspondent Yim Yuen Lo of the UPI Hong Kong bu reau has been missing inside Communist China since July. Hoberecht said Yim -left Hong Kong, for Canton July 19 on an assignment to inter view William Downey, who was then in China visiting his brother, John, one of five Americans still imprisoned by the Peiping government. Carrying Typewriter ' j His entry was arranged by an official Red Chinese travel agency : in Hong Kong and he left carrying a typewriter and camera on the clear un derstanding that he was a newsman working for UPI, Hoberecht said. Hoberecht said all attempts to locate Yim through the In ternational Red Cross had failed as had inquiries through other channels, in cluding direct cables to. the government in Peiping. . It was presumed Yim had been detained by the Commu nist Chinese, Hpberecht said. On the evening of Sunday, July 19, Yim placed a tele phone call to Wendell S. Merick, Hong Kong bureau manager for United Press In ternational, telling him of dif ficulties in reaching Downey. That was the - last direct word the Hong Kong bureau had from him. Brief Cable Reeeived On Tuesday,' July 21, UPI received a brief cryptic cable signed by "Ivyman," a nick name of Yim s saying in part, "marathon due." On Wednesday, three days after Yim began his trip, the UPI Hong Kong bureau re ceived a message reportedly smuggled in from Red China reading: "tell boss at UPI can't leave for awhile." Yim, who often calls him self "Bill," is a 25-year-old Chinese citizen who was born in Shanghai. He went to Hong Kong with his parents when he was 3-years-old and lived there since. He joined UPI in April, 1958, after working two years for Reuters, Dorticos said he does not believe the Organization of American States, which has been instrumental in halting Cuba-based invasions of sev eral Latin American coun tries in the past year, can be counted on to defend this country against attack. (UPD At the same moment a B47 bomber was taking off from Davis Monthan Air Force Base a young mother was riding her son's bicycle near the airport. The jet was just 300 feet off the ground Monday when the plane's commander no ticed something was wrong. The parachute used for jetti soning empty wing tanks was slipping - out and flapping wildly as the craft gained speed. Ordered To Alter Course "Commander to pilot al ter course immediately to less populated area," Capt. Don ald R. Shilling, Casa Grande, Ariz., said over the plane's intercom to the pilot, 1st Lt.
