sleet and freezing rain that
disrupted communications and
blacked out thousands . ol
homes.
In tipper New York State,
the sleet storm was described
as the worst in 30 years. The
Buffalo area was harpist hit.
Ice piled . up on wires until
they cracked and "utility men
said it would be days before
full service is restored.

Change Emphasised
"In fact, his stand empha
sizes a change in the leader
ship of the Republican party.
We are convinced, that the
present leadership of the par
ty has its hands tied by politi
cal obligation and is stifling
the true expression of vote of
preference."
The statement also charged
present GOP leadership was
creating apathy in the party
and that there were fewer
party members now than in
1948.
To Continue Efforts '
The group said it planned
to continue efforts to "stimu
late support for Gov. Rocke
feller as the Republican can
didate for the President of the
United States."

Board Holds No
Settlement Hope
Washington -tOPD- The "big
11" steel companies charged
today that the union's con
tract demands are "highly in
flationary" and- responsible
for the deadlock in negotia
tions. .
R. Conrad Cooper, chief
management spokesman,
made the charge at public
hearings conducted by Presi
dent Eisenhower's fact-finding
board. The board held no hope
for an early agreement.
Offer Said Increased
" Cooper said the companies
have increased their offer
several times, but the union
recently raised its demands.
"This is the very antithesis
of union responsibility and
proves beyond question that it
is the union's policies and
bargaining practices that have
been solely responsible for the
continuing deadlock," Cooper
said.
' Cooper said the latest union
proposal was made despite
the urgent need for a settle
ment to prevent another dis
ruption of the economy if the
steel strike resumes Jan. 26
when a Taft-Hartley injunc
tion expires.
Special Message Seen
Meanwhile, Senate Repub
lican Leader Everett M. Dirk
sen of Illinois told a UPI re
porter he looks for a steel
settlement that will avoid a
resumption of the steel strike.
Dirksen said President Eisen
hower probably would send a
special message to Congress
on the steel situation if the
strike is resumed and if legis
lative action appears neces

don't believe they'll go. back
out on strike because I think
we'll have a settlement."

steel companies to present
their side of the eight-mdnth-old
controversy before wind
ing up hearings this after
noon. Both union and manage
ment appeared to be intent on
campaigning for votes in a
government-sponsored poll of
500,000 Steelworkers' next
month on "last offers" by the
11 biggest firms.

Communist China since July.
Hoberecht said Yim -left
Hong Kong, for Canton July
19 on an assignment to inter
view William Downey, who
was then in China visiting
his brother, John, one of five
Americans still imprisoned by
the Peiping government.
Carrying Typewriter '
j His entry was arranged by
an official Red Chinese travel
agency : in Hong Kong and
he left carrying a typewriter
and camera on the clear un
derstanding that he was a
newsman working for UPI,
Hoberecht said.
Hoberecht said all attempts
to locate Yim through the In
ternational Red Cross had
failed as had inquiries
through other channels, in
cluding direct cables to. the
government in Peiping.
. It was presumed Yim had
been detained by the Commu
nist Chinese, Hpberecht said.
On the evening of Sunday,
July 19, Yim placed a tele
phone call to Wendell S.
Merick, Hong Kong bureau
manager for United Press In
ternational, telling him of dif
ficulties in reaching Downey.
That was the - last direct
word the Hong Kong bureau
had from him.
Brief Cable Reeeived
On Tuesday,' July 21, UPI
received a brief cryptic cable
signed by "Ivyman," a nick
name of Yim s saying in part,
"marathon due."
On Wednesday, three days
after Yim began his trip, the
UPI Hong Kong bureau re
ceived a message reportedly
smuggled in from Red China
reading: "tell boss at UPI
can't leave for awhile."
Yim, who often calls him
self "Bill," is a 25-year-old
Chinese citizen who was born
in Shanghai. He went to Hong
Kong with his parents when
he was 3-years-old and lived
there since. He joined UPI
in April, 1958, after working
two years for Reuters,
Dorticos said he does not
believe the Organization of
American States, which has
been instrumental in halting
Cuba-based invasions of sev
eral Latin American coun
tries in the past year, can be
counted on to defend this
country against attack.
Will Repel Invaders
"International organiza
tions do not serve to halt ag
gression . . ." he said. "Even
without air cover, with only
the Cuban people and the
revolutionary army, we will
be able to repel the possible
invaders.
"If they are coming, let
them come soon."
Maj. Rolando Qubela, of
the FUU student organiza
tion, had announced earlier
that a "studerV. battalion" of
300 college boys and 80 co
eds will go on maneuvers in
the mountains of eastern Cuba

of their chalet, police re

tims as Alfred Mertz, 39, his
wife and small daughter. They

bodies of Mrs. Mertz and her
daughter were found by a
skier about 50 yards from the
chalet Mertz' body was about
200 yards away.
