immediate Tax Cut Urged To Promote Economic Growth Across-the-Board Sales Tax Would Offset Cash Loss Washington -ITD- The U.S. Chamber of Commerce today urged an immedate tax cut for all individuals and corpor ations to help stabilize the dollar and promote economic growth. The business organization said the revenue loss could be offset by a temporary across-the-board sales tax. Said Vitally Needed The chamber said the tax reductions are "vitally need ed." It threw its support be hind two House bills which gradually would trim the low est individual tax bracket from 20 to 15 per cent and the highest from 91 to 47 per cent. Other rates would be reduced on a graduated scale. Corporate income tax rates would be cut from 52 to 47 per cent, with some modifica tions in depreciation allow ances, capital gains, estate and gift taxes. The House bills, proposed by Reps. A. Sydney Herlong Jr. (D-Fla.) and Howard H. Baker (R-Tenn.), would pro vide a gradual tax reduction over a five-year period. The immediate revenue loss would be about $3,500,000,000. New Business Activity The chamber said the re ductions would stir up so much new business activity that they would soon increase the government's revenue. It said the tax burden would be more equally distributed and incentive . would be provided for business to expand and create more jobs. The outlook for a tax cut, however, is dim. The admin istration has given no indica- tion it will seek reductions next year and the Democratic leadership in Congress has made it clear it will not press for cuts until the administra tion says they are appropriate. Local Youth Gels Honors, Scholarship Corvallis - Karl D. Cum mings, 1900 Cherry Heights, Medford, is one of 47 stu dents to receive "junior hon ors" this fall at Oregon State college, where he also has been named winner of a mu sic scholarship. Junior honors are con ferred by the OSC chapter of Phi Kappa Phi, national scho lastic honor society, on stu dents who have completed their sophomore year with a grade-point average of at least B plus. Cummings music scholar ship will cover private les sons throughout the year. Funds for the scholarships come from contributions by interested individuals and clubs on campus and in Cor vallis. He is one of seven to receive the scholarships. BODY TO LIE IN STATE McGuire Air Force Base, N.J.-UPD-The body of former Colombian President Alfonso Lopez was scheduled to ar rive here today by British plane from England and lie in state for about 10 hours before being picked up by a Colombian plane for return to Colombia. Lopez died in London last Friday while serving as Colombian ambas sador to Great Britain. Medford Tribune Regional Edition Page 2 like To Ask World Court Veto Repeal Washington - (UPD - Presi dent Eisenhower will ask Con gress to strengthen the World Court by giving up this coun try's power to veto considera tion of any case involving the United States. Such action, he said, would place the United States in a better position to urge other countries to agree to wider participation of the court. Then, he indicated, the world would have a more ef fective means of coping with and preventing such "brutal uses of force" as the Commu nists displayed in Hungary and Tibet. Eisenhower announced his intention in a letter to Sen. Hubert H. Humphrey CD Minn.) Thursday. Asks Clause Repeal Specifically, he said he again would ask Congress "on an appropriate occasion," to strike from an international agreement the requirement that America must decide for itself when a case involving this country falls within the court's jurisdiction. Humphrey had written the President seeking his support for a resolution to repeal the clause. The reservation was authored years ago by Sen. Tom Connally (D-Tex.). The President said that elimination of it now would "contribute to the greater ef fectiveness" of the court. "One of the great purposes of this administration," Eisen hower said, "has been to ad vance the rule of law in the world, through actions direct ly by the United States gov ernment and in concert with the governments of other countries." Cites Defense Pacts He said the United Nations and U. S. defense pacts with other free world nations have provided a "powerful deter rent against international law breaking" but this was not enough. ' The President cited Hun gary and Tibet as examples of how a stronger World Court could have come into action if it had held juris diction. Eisenhower also stressed in his letter the importance of devising effective means of controlling and reducing arm aments. "Success in this quest will bring great security to all countries and lift the threat of devastating nuclear conflict," he said. The whereabouts of the shapely dancer were unknown today, but it was believed by her friends that she was re turning to Dallas, Tex., to start serving the long prison term handed down in 1957 when she was convicted of possessing marijuana. She is free on $5,000 bail. Marquess, Medford consulting engineer, has been named district disaster con tact engineer for the public disaster committee, which has been created by the Consult ing Engineers Association of Oregon as a public service project. James C. Howland," manager-partner of Cornell, How- land, Hayes and Merryfield, Corvallis consulting engineer ing firm, is chairman of the committee. Purpose of the committee will be to cope with disasters such as the Roseburg disaster of last Aug. 7, when part of the downtown area was blown up. At that time, a group of consulting engineers volun teered their services, and helped decide what buildings could be safely used. The en gineers drew warm praise from Roseburg city officials. Seven Districts The association has divided Oregon into seven districts, with a disaster contact officer in each. In case of disaster, a repre sentative of a public agency will call the district disaster contact engineer, who is turn will notify the association's president in Portland or an other officer. The district chairman will go to the scene while the state association is assigning assistance from its membership. "The services of the Con sulting Engineers association will be voluntary and will last only through the immediate period of extreme emergency action," Howland explained. "Quick action on our part will be invaluable in most situa tions to help an area recover or at least know how quickly it can get back on its feet.' . J.
