FREE PARKING SP3-6SSI Hi rohito's I mperial Palace Described as ! Useless Mammoth Tokyo (UPD - "A harmful; -useless mammoth," Hisaakira Kanb called Emperor ' Hiro hito's Imperial palace; "Move it out of Tokyo," he urged. "Make the present pal ace into a public park. Cut roads through it to relieve the traffic congestion in central Tokyo." !! ' Kano's words make ' good sense. But where the emperor concerned, the Japanese people react more often with emotion than logic. Tjiey were outraged. , ; , Twenty years ago, Ktno might literally have lost his head for such heresy. But times have' changed." No one has suggested yet that the round-faced,, little 73-year-old Industrialist be executed. Glowering Looks Nevertheless, there were glowering looks cast his way and mutterings of "lese ma jeste" after he made his pro posals in an article contribut ed to the highly respectea magazine 'Bungei Shunju this year. ., ' - It may or may not be sig nificant that in July, shortly Union Report Forms Available At Portland Portland The U. S. Labor Department has announced here that forms for the org anization report required of all unions by the new Labor Management Reporting - and Disclosure Act' were, now available at the agency's local offices at room 317 Old U.S. Court House, 520 S. W; Mor rison st. Portland. Every labor ; organization must file such a report with the Commissioner, Bureau of Labor-Management Reports, TJ. S. Department of Labor, Washington, D.C., to be post marked not later than mid night, Dec.. 14, .1959.. Information Haquiren . The reports must include copies oi tne union ronsuiu tions and by-laws, plus infor Lmation on initiation and other fees charged members. Also required is information on procedures in estaDiisning qualifications for membership, assessments, benetit. pians, methods of dealing with fi nancial questions, aelectjon of officers, authorizations ior ap proval of collective bargain ing demands, ana otner opera tions of labor organizations. The Labor Department said the report forms are available la a packet consisting of six copies, along with . Instruc tions. The original ana. one completed copy of .the report, toeether with attachments must be sent to the Commis sioner. Bureau, of Labor-Man- aeement Reports, U.S. uepart- Iment of Labor, wasningion, D.C. Deadline for submission j of the reports is Dec. 14. after the article appeared, Kano quit his post as 'presi dent of the government hous ing corporation. Not that there aren't many Japanese who privately agree there is merit in Kano's ideas, but they don't care to pro claim publicly their support for his views. . The imperial palace covers 278.2 acres in the center of Tokyo. Dokan Ota, a feudal warrior and strategist, select ed the hill in Edo where the palace now stands as the site of a castle for his lord, Sada- masu Uesugi. He . built, the first castle there in 1457 and thereby became the founder of Tokyo. In 1868, after the support ers of the emperor overthrew the Tokugawa Shoguns (mili tary rulers), Emperor Meiji came to Edo from the ancient capital of Kyoto, moved into the castle and renamed the city Tokyo (eastern capital). The emporors have been there ever since, their right to re main unquestioned. Today, the palace is, as it was in the Tokugawa era, the center of the capital. With its wide open spaces, its quiet pine-shaded moats and gabled watch towers, it is an oasis of beauty and a reminder of a p a n ' s traditional values amid the confusion and noise of - a hustling, often bawdy, westernized metropolis. Bottleneck in Growth - But its inviolate space, lo cated in the center of Tokyo, is also a bottleneck in the growth of the world's largest city. To the east of the palace, squeezed between the moat and Tokyo bay, is the main center of Tokyo - the Ginza shopping district with its big department stores, the thea ters of Hibiya and Yurakucho, the big office buildings of Ma- runouchi, the banks of Nlhon- bashi, the stock brokerage houses of Kabutocho and the wholesale districts of Asaku- li rin club -in NEWS Eaala Point Ranchers The Eagle Point Ranchers livestock club met at . tne Eaile Point" Vocational Agri culture building, Nov. 9,, at 7:30 p.m. - - : , - The meeting was cauea 10 order by President Mike Hig- day. CINDERELLA i . : MobUe, All. - (Urt - Alton Jitmes Jr., surprised a young burClar in his home and the thief fled, leavihg his sh6eS behind. Ppuce took, .the hoes tried them on a .suspect and, when they fit, turned him .over to juvenile authorities. ; sa. The palace separates them from the secondary centers of Shibuya, Shinjuku, Ikebuku ro and Gotanda and the fast growing suburban residential districts which lie beyond them. Every morning, masses of humanity flow into the central area from suburban homes over railways and roads that must detour around the palace. Every, night, they flow out over the 6ame con gested routes. The traffic jam at rush hours U a constant headache to Tokyo authori ties. This was what sparked Ktno'a proposal.
