must file such a report with
the Commissioner, Bureau of
Labor-Management Reports,

Washington, D.C., to be post
marked not later than mid
night, Dec.. 14, .1959..

278.2 acres in the center of

warrior and strategist, select

palace now stands as the site
of a castle for his lord, Sada-
masu Uesugi. He . built, the
first castle there in 1457 and
thereby became the founder
of Tokyo.
In 1868, after the support
ers of the emperor overthrew
the Tokugawa Shoguns (mili
tary rulers), Emperor Meiji
came to Edo from the ancient
capital of Kyoto, moved into
the castle and renamed the
city Tokyo (eastern capital).
The emporors have been there
ever since, their right to re
main unquestioned.
Today, the palace is, as it
was in the Tokugawa era, the
center of the capital. With its
wide open spaces, its quiet
pine-shaded moats and gabled
watch towers, it is an oasis
of beauty and a reminder of
a p a n ' s traditional values
amid the confusion and noise
of - a hustling, often bawdy,
westernized metropolis.
Bottleneck in Growth -
But its inviolate space, lo
cated in the center of Tokyo,
is also a bottleneck in the
growth of the world's largest
city. To the east of the palace,
squeezed between the moat
and Tokyo bay, is the main
center of Tokyo - the Ginza
shopping district with its big
department stores, the thea
ters of Hibiya and Yurakucho,
the big office buildings of Ma-
runouchi, the banks of Nlhon-
bashi, the stock brokerage
houses of Kabutocho and the
wholesale districts of Asaku-
