ROBERT SMITH Mail Tribune Washington Correspondent Washington (Special) - The Federal Power Commission is being urged by Pacific North Kmfrmwk west Power Co. to sched ule action on its application for a license to build high Mountain Sheep dam in the Middle Snake river. But FPC offi- Koift. snu cials say they are so jammed up with other hytfr oelectric controversies they jnight not get to the Mountain Sheep case for an other year. . . The company recently filed amendments to its high Moun tain Sheep dam application to n?ake it conform to the rec ommendation of the Corps of Engineers' proposed project for that stretch of the river. The power company now pro poses to build a dam about 690 feet high, with an ulti mate generating capacity of 1.750,000 KW. at a cost of 9212 million. "We're jammed up right now," observed a high FPC Official. "I don't know when we've had so many requests fr hearings on hydro cases." . He, noted that the FPC will hold a hearing next month on the Round Butte dam propos al of Portland General Elec tric Co., that Idaho Power Co. wants hearings on proposals to amend its fish passage scheme for its dams in Hells Canyon stretch of the river, that hearings have been in progress for months over sev eral rival projects on the Pend Oreille river in Wash ington state, not to mention cases in other sections of the country. "So I don't know whether j age and in excess of 3,300,000 we will get to the Mountain Sheep case in January or Feb ruary, or not until winter of 1960-61," he added. . The first step will be for the FPC to give public notice that it has received the com pleted application. This will afford the public, the states and federal agencies an op portunity to submit comments or ask to intervene. A possible intervener is the Hells Canyon. Association, which has already filed some preliminary motions in this case at the FPC. This is the group which fought Idaho Power Co. in the HeHs Can yon case and lost in its effort to block the Boise utility from building low dams in this area The Hells Canyon Asso ciation now is more favorably disposed toward the proposed Nez Perce dam, just below the confluence of the Salmon and Snake, rivers. Pacific Northwest Power Co. - organized for this pur pose by PGE, Pacific Power and Light Co., Washington Water Power and Montana Power Co. - states its case for high Mountain Sheep dam in its application as follows: Companion Dam The applicant proposes to construct, as its Middle Snake river project, the high Moun tain Sheep development. This dam ... will be located on the Middle Snake river imme diately upstream of the con fluence of the Salmon river. A companion dam (which is not included in this applica tion for license), the Lower Canyon development, would be located on the Salmon riv er immediately above its con fluence with the Snake, de veloping head to elevation 1575. This dam would be a concrete gravity dam, ap proximately 700 feet high, normal pool elevation 1490, with two poverhouses on each side of the river, initial installation of 8 units of 1, 200,000 KW rated capacity, and ultimate installation of 17 units of 2,550,000 KW rat ed capacity. "Nez Perce development would provide lesser resource development than high Moun tain Sheep and Lower Can yon. Depending upon field ex perience with experimental fish handling devices, the re sources of the Salmon river might, alternately, be devel oped by diverting portions of Salmon river flows in excess of necessary minimum flow into the high Mountain Sheep reservoir. Applicant does not include the Lower Canyon de velopment nor the Salmon river diversion in its applica tion for license for the Middle Snake river project." The Power company argu ment boils down to this: 1. There is no reason why high Mountain Sheep dam should not be built now, so give us a license to start con struction. , , 2. Nez Perce dam cannot be built now because no method has been found for getting migratory fish past high dams, and until this is found a dam at Nez Perce site would blockade the Salmon river fishery. 3. If methods are devised" for passing fish around high dams, then in that future time it would be feasible to build a dam at Lower Canyon on the Salmon river in conjunc tion with high Mountain Sheep. This, the company maintains, would provide more benefits than if the Nez Perce dam were built. - 4. If fish passage problems are never satisfactorily solved for high dams, then the Sal mon river should be main tained as a sanctuary for fish, unblocked by Lower Canyon or any other dam, including Nez Perce. But meanwhile, high Mountain Sheep dam would be ljuilt or underway (the company estimates it would take about seven years to finish) and providing water storage and a new source of kilowatts for the region.
