(Continued from Pag 1) .Lowry also called the ordi nance a "shotgun approach to a specific problem" and said he understood the urgency of excavation control no longer existed since awards of new freeway contracts were being deferred for some time. "fhio f. : aaxvc xunuixig over an ant with a truck," James said in echoing Lowry's opin ion that the ordinance covered so much else besides excava tion control. James said he favored zoning restrictions but did not consider this ordi nance to be the proper instru ment. Bolt agreed that the " ordi nance would be "unwieldy," and said it was possibly the result of insufficient study and preparation. ' Duggan said he doubted if the county court would pass the ordinance in any case. He was critical of the proposal for a board of adjustment which would handle the grant ing of variances. o "All we have to do is make one mistake," Duggan said, "and when the people vote (on permanent zoning) they'll throw it right back at us." On the other hand, Latham pointed out, the ordinance provided - greater flexibility than Medford's zoning ordi nance, for example. He indi cated he considered this pref erable to being overly specific inothe ordinance provisions. Boyer, a strong advocate of the ordinance, agreed that this flexib'ty was a virtue. The only way to get assur ances from freeway contract ors that they would not carry out harmful excavation work would be to pass the ordinance so they would have to come to the courthouse and ask for variances, Boyer contended. "The contracts for this fill dirt are being let all the time," he said. If the commission waited for the people to come before it to ask zoning measures, Boyer said, "Immeasurable harm is done before they come." Boyer admitted the ordi nance would pose administra tive problems. But; he said, the commission would have to meet such problems sooner or later. He said he was confi dent the ordinance would not present a "major obstacle" and that the commission could solve the problems as they ap peared. Submitted to Voters Boyer agreed that zoning should be submitted to the vot ers eventually, "but not ini tially." Bolt and Lovejoy were in agreement that the borrow-pit excavations already existing north of Central Point were not as unsightly as they had been made out to be,"-and that they might prove to have va lue for recreational develop ment if, as Lovejoy said, "proper thought were given to them." In other action last night, the planners approved convey ing to the county court the in formation that a requested wrecking, yard location on Crater Lake highway would not interfere with tentative plans for county zoning. Ap proval was voted by Latham, James, Boyer and Duggan with Lowry, Bolt and Lovejoy abstaining.. . William - Duhaime, attorney representing Wylie, Nelson and Lewis Baker - three bro thers who would conduct the operation - spoke in favor of the location, while Bud Hoov er spoke against it. The planners had no formal jurisdiction in the matter, but were simply fulfilling the county court's request that they state how the establish ment would fit into the county land use picture.
