New York City has been carrying out a program designed to salvage the academic "rebels" who blight the classrooms of the nation a largest school sys tem. The program Is based on a network of special so-called "600" schools to -which are sent the city's academic mis fits - the boys and girls with relatively normal I.Q.'s but with emotional abnormali ties ranging from slight to severe. These anti-academics are against their environment, against rules. They can't ad just to society. They have a short attention span. They blow up at the sligthtest In clination. They make teach ing almost impossible. Plucked from Classrooms In New York City, the reb els are plucked from the se cular classrooms and assign ed to a "600" school. There, they are given a kind of edu cation - and an emotional setting designed to meet tfaeir needs. The teachers, hand-picked, are seasoned and possessed of "infinite patience," said Dr John R. Carmody of the school systems Division of Child Welfare. They get- an extra $480 a year for teach ing in a "600" school, where classes are half as large as elsewhere. ' They do not "graduate but are kept in school until they are 17, the age at which the law says society no long er must furnish them with an education. Given Certificate When the "600" school student turns 17, he or she is given a certificate as proof that this boy or girl who couldn't get along in the main stream, could get along in the "600" setting. It is proof, too, that the child took certain courses and that the former "misfit" has achieved at least a degree of emotional maturity. Dr. Carmody said the "600" system was begun in 1947 when it became evident that "iuvenile delinquency was starting up." That first year, there were two schools - one for boys and one for girls. The segre gated pattern remains, but the number of schools has grown to 24. "We'll add . and subtract schools as the need demands," Dr. Carmody said. "So far, we haven't had a chance to sub tract but maybe someday things will take a turn f or the better. Who knows? Numbers aside, have the 600" schools helped to check the turmoil in New York City classrooms? ' "We believe that they have," said Dr. Carmody. "But you must remember that we can't measure this on a mathematical scale. We can't say that turmoil is absent in regular classes, but we like to think that we are getting at the root of the problem and that we are checking it." At latest count, New York had 2,700 pupils in its "600" schools. Nine out of ten of them were boys. Some of the students are assigned to the schools by Children's court. For these ultra-misfits, there are two 600" schools one for boys and one for girls called "re mand centers" where psycho logical and psychiatric help is also available and where the students must remain 24 hours a day. But these three schools were abandoned after a trial because they seemed to duplicate the "600" schools. System Expensive The "600" system - so nam ed simply to indicate it was something separate from the regular school network is expensive. One "600" student costs twice as much to edu cate as a pupil in a regular classroom. But, Dr. Carmody asks, how can you measure this sort of thing in dollars and cents? For the "600" program has met with a certain amount of success. - It was successful, for ex ample, in the case of one stud ent who took his "600" certif icate, went on to qualify for college, earned his degree and is now teaching in one of New York City's regular schools. DIAL SP 2-6141 Reporting of Drug Admittances Urged Salem -UPD- Attorney Gen eral Robert Y. Thornton rec ommended Tuesday that all narcotics cases admitted to state hospitals be reported to district attorneys. - Tighter control over drug addicts and quicker riddance of narcotics rings would re sult from this procedure, Thornton said. . A 1959 Oregon law makes it a crime to be an addict, a user or under the influence of narcotic drugs but Thornton said there was no provision for reporting all cases receiv ed in state' hospitals. "It is foreseeable that a person having official cus tody of one who is guilty of the use of narcotics could be charged with harboring a criminal if he failed to report such a person to the district attorney,". Thornton warned in a letter to the State Board of Control.
