An officer on patrol in the area noticed the fox alongside the highway and another officer assisted him in catching it. Rate Hearing To (Resume Oct. 19 -Salem-fllPD-A Public Utility Commission hearing involving Portland General Electric Company's proposed 13.4 per cent rate increase will resume here Oct. 19. The company's direct case was completed May 14 and the second phase will be devoted to cross-examination of PGE witnesses. At later hearings evidence of the PUC staff and other parties will be heard.
