HATFIELD, Governor of the State of Oregon, by virtue of the authority vested in me under the provisions of ORS . 477.156. do hereby proclaim the unregulated use of the above described areas to be unlawful and that said areas shall be subject to entry only through permit to be issued by the forester or fire warden. Pur suant to ORS 477.158. the forester may during periods of fire hazard conditions, refuse, postpone or re strict issuance of such permits when necessary to prevent danger to life or property. The permit shall require the entrant: (1) To refrain from smoking ex cept in places designated as safe in said permit. (2) To build no Open fires ex cept in places designated as safe in said permit (3) To have as equipment when using cam pf ires, except when traveling as a pedes trian or. camping at im proved, designated and post ed campgrounds, tools spe cified by the forester as ' ' suitable for extinguishing : - - fires. .
