Williams said Monday that if the highway bill now being considered by congress is passed, Oregon could not let any more con tracts before next July. Congress had promised Ore gon 48 million dollars for the fiscal year starting July 1, but a proposal of the House . Ways and Means committee cut this to 12 million. Williams said this would have to be used for construc tion work already contracted for. Williams deplored the pro posed shutdown of funds, but said the state might stretch out the federal interstate pro ect until 1975-six years longer than originally intended. The engineer, who just re turned from a meeting of state highway engineers, criticized Congress for using one billion dollars a year in a general fund instead of using it exclu sively to build roads.
