Of those audited, 61.7 per cent of the . general group snowed taxes underpaid. In the IRS group it was 24.2 per cent. In the general grouD. 9.4 per cent of audits led to re funds. Only 5.0 . per cent of IRS employees whose returns' were checked completely re ceived refunds. Below Average The 613 IRS employees who ended up on the short end of the audits owed Uncle -Sam an average of $106. The 1,442, . 000 citizens whose returns were deficient owed an ave rage of $478. Despite reported complaints from the lijwer echelons of the Revenue Service, ton offi rials contend that the tax laws are applied to IRS-people no more harshly than to anyone ejse. They also have" the same rignts ox appeal. this precludes the possibility of anybody checking his own return. The system keeps most trs employees on the straight and narrow. But not all.
