They do.
The tax return of each of
the 50,000 employees of the
internal ".Revenue Service is
checked in greater or less de
tail by another IRS employee,
perhaps by several. What's
more, it's checked in the
same office where the em
ployee 'works. , .
Does that mean a tax agent
can fill out his return in the
expectation that a buddy will
go .over it with one
closed?
There is. however.

To Regional Analyst
All "flagged" returns' go to
a regional analyst who ex
amines them, decides -whiVh
require onlv routine rhpptc
arithmetic, which should get
a lull audit. The 1958 figures
suggest that the reffinnal
eye analyst may be slightly more
prone to order 'full audits

Checked More Than Once
Moreover, returns ' selected
lor lull audit are checked
more than once; so that it
1 would be difficult if not im-
' possible for an IRS employee
to make a "deal" inside his of
fice. (Tax jeturns of ordinary
taxpayers which get a full
audit are also subject to re-
v view at several levels.)
Top officials feel their sys
tem is effective. They say
. analysis of IRS employees' re
turns backs up their belief
Figures made available to
United Press International
. show that proportionately
lewer IKS employees are
' slapped with back tax claims
than are other taxpayers.
I Tax people also have less of
. a tendency to overpay.
. Both facts suggest that IRS
1 employees are more careful
and more expert in preparing
their returns perhaps' even
a shade more honest, officials
In 1958, the IRS fiigures
showed, 3.8 per cent of all tax
payers' returns got full audits
as against 5.0 per cent of those
.filed by IRS employees.
Of those audited, 61.7 per
cent of the . general group
snowed taxes underpaid. In
the IRS group it was 24.2 per
cent.
In the general grouD. 9.4
per cent of audits led to re
funds. Only 5.0 . per cent of
IRS employees whose returns'
were checked completely re
ceived refunds.
Below Average
The 613 IRS employees who
ended up on the short end of
the audits owed Uncle -Sam
an average of $106. The 1,442,
. 000 citizens whose returns
were deficient owed an ave
rage of $478.
Despite reported complaints
from the lijwer echelons of
the Revenue Service, ton offi
rials contend that the tax laws
are applied to IRS-people no
more harshly than to anyone
ejse. They also have" the same
rignts ox appeal.
this precludes the possibility
of anybody checking his own
return.
The system keeps most trs
employees on the straight and
narrow. But not all. Last year
14 Revenue Service
were fired fof failing to pay
ine proper income tax.
