Hospital Trying Out Foster Parent Plan For Older Patients Pittsburgh-flM - A "foster parents" "plan for elderly and chemically ill patients is being worked out at a multi-million dollar hospital here. The proposal has put new hope in the hearts of patients who have responded to treat ment and rehabilitiation at the John K. Kane Hospital, Allegheny County's new "model, institution" for the chronically ill. Approximately 400 of these patients are nearly completed self-sufficient and ready for discharge. But they have no place to go. To overcome this obstacle and keep beds free for incom ing patients who really need them, the hospital is develop ing a "foster care" plan. Monthly Sum The plan, still in the discus sion stage, would call for a fairly self-sufficient oldster to receive $100-$125 a month from some level of state gov ernment. The patient then would' be placed in a home, perhaps with a kindly couple whose children have grown up. married and moved away. The plan has a two-way pitch. f The income would help the couple make ends meet and retain their home in the face of rising costs. And the re habilitated oldster would have a "home" and some supervis ion. Dr. Alfred Kraft, assistant director of the hospital, said current living patterns have put elderly persons in the "un wanted" category. "In earlier days," he said, "there always was a spare bedroom or even a whole up stairs floor in which grand father could live. However, with the advent of small apart ments and split-level ranch type homes, there is just no room for an elderly and per haps ill patient." Startling Results While the sons and daugh ters, if they live in the area, are not hard-hearted where their parents are concerned, some do feel their primary re sponsibility is to raise their own offspring rather than care for oldsters, according to the experts. The intensive treatment of chronically-ill oldsters, has produced some startling and drematic results at Kane Hos pital. The medical staff there believes in what it calls "com prehensive restorative serv ice. Example: a typical patient 70 years old might well have arteriosclerosis, impend ing gangerene, heart trouble, her nia and cataracts of the eye. The doctors treat all these ills. Patient Encouraged The patient may also be so cially, psychologically ill. He may have lost his home, his money, his family and friends with the passing years and vicissitudes of life. However, his children are either not around or are wrapped up in their own concerns. . ; , His relief check or small annuity is not enough to allow him to live decently. He may reside in substandard rooming houses and hang out in cheap taverns., , The return to the hospital is not long in coming. And that's were the foster care plan comes in. t Infant Death Rate Decrease Forecast New York (Science Serv ice) Reductions in death rates from 1955 to 1970 in the United States will be much greater,' proportionately, for infants and children than for adults and older people, Dr. James D. Tarver of Oklahoma State University has reported. Using 1930-1954 mortality Eagle Point Girl Gets Certificate Corvallis-Kay L. McCorkle of Eagle Point has been, pre sented a special certificate 'for achievements in music at Ore gon State college. The music department an nually gives certificates to out standing students who have been members for either two or four years of the college band, chorus, or orchestra. Miss McCorkle has been in the band for four years. She graduated this spring from OSC in business and technology. He accounted for the rela tively high reductions in in fant" and child mortality by the fact that infants and chil dren Jiave benefited the most from recent progress in med ical knowledge and sanita tion. Dr. Tarver said increases in longevity will be .larger among nonwhites than with whites and greater among fe males than with males. In 1970, white females should continue to top the longevity list with a life expectancy of 77.8 years. An intensification of geri atric problems, due to the greater number of older peo ple, was one of the results he predicted from his study. At one time or another, ac cording to the National Geo graphic Society, the tempera ture has climbed above 100 degrees in every state of the Union. Miss Hut ton, described as "very fa tigued" when she was ad mitted, was given a "clean bill of health. Many Americans Suffer Impairments Washington (Science Serv ice) Americans suffer from "impairments" deafness, blindness, speech defect, cere bral palsy, and loss or absence of hands and feet at a rate of some 141 per 1,000. Almost six Americans in 1,000' can not read a story in an ordinary newspaper, even with the help of glasses. Another 2,000,000 Ameri cans more than 12 per 1,000 have visual impairments less severe than blindness. About one person in 2,000 is totally deaf, while other hear ing impairments affect 33.9 Americans in 1,000. This .latest report, in a se ries on the nation's health published by the Public Health Service here, points to the increasing number of old er persons with impairments of some kind. In these persons 75 years old or older these de fects were about 12"" times greater than the number found in persons under 25 years of age. Servicemen and persons in mental and other long-term institutions were not included in the survey which covered the period July 1957 through June 1858.- ROCKEFELLER KIN DIES Villanova, Pa. -OIPD- Mrs. Elizabeth Williams Roberts Clark, mother-in-law' of New York Gov. Salem Teachers Offered Job Help Salem (DPD Salem Class room Teachers Association voted Wednesday night to help its members find jobs in other school districts. The move reflected their disappointment over two Salem school district budget defeats. Some 175 teachers also voted not to support actively the third Salem school budget that will go to the voters July 9. The first two budgets in cluded salary hikes higher than the $180 provided in the third budget up for con sideration.
