Newspaper Page TextNOTICE OF 1959-60 BUDGET MEETING jfcgeordnce with the provisions of the Local Budget Law (294.303 to 294.415),. notice is hereby given that the uiget Committee of the City of Central Point, Oregon, in Compliance with said law, prepared and adopted on May 28, 5959, the Budget estimates for the City of Central Point, Oregon, for the ensuing fiscal year July 1, 1959 to June 30, 1960, as set forth in the accompanying schedules I, II, III, IV. During the first four months of the year, the latest period for which over-all . statistics are available, 17,278 accidents had occurred on state streets and highways. Last year at the same time, 17,190 mishaps had been reported. The biggest gain, however, came in the death column where 129 deaths were report ed in four months-14 more than for the same period last year. Injuries showed a more sub stantial gain with .5,336 re ported as compared with 5,053 for January through April of last year. The death toll has contin ued its upward ,climb and as of June 15, 189 deaths had been reported as compared with 157 up to that late last year. CongressSoBnall Committees iVHay VS'sSt GDregon To Study (Dunes, Caves ParEts By ROBERT SMITH Mail Tribune Washington Correspondent Washington - If arrange ments can be made, Congress will dispatch committees to the Oregon coast this fall to start work on the details of creating a National Sea-v- shore between : lorence ana Reedsport. Sens. Rich ard L. Neu- a. Root, smith b e r g e r and Wayne Morse and Charles les O. Porter all favor this approach, so that local cit izens who live in the area of the Oregon Dunes and Sea Lion Caves may tell Congress what they think of the idea. Congressman Porter hopes to have joint hearings of the House and Senate public lands subcommittees.. The reason for hearings in the area is that considerable steam has been built up by some groups in the Florence area who object to the sea shore park idea. They have expressed fears it will inter fere with industrial and resi dential development in that area. Would Live in Cottages Others object to the govern ment taking over land now used by private owners for summer cottages, particularly on the shores of three inland lakes which the National Park Service has indicated would be part of the park. But pres ent owners would get to live in the cottages as long as they under usual Park Service ar rangements to accommodate citizens; whose property ; is brought up for park purposes. Under the bill all three law makers have introduced, up to 35,000 acres could be set aside for the park. Under an administration bill, the Secre tary of Interior would select what land he chose for the park. Uniympaihiic Neuberger has introduced this administration bill, but Morse and Porter have . reg istered a common objection to it. They want Congress to fix the location and boundaries of any new national seashore, not the Interior Department. This view has found much favor with local citizens on the Oregon coast who are up in the air because the Park Service hasn't yet said pre cisely , where he wants the boundaries. Porter has a promise 'that proposed bound aries will be outlined by fall when hearings are held., Neuberger had been hopeful of getting the bill passed by this session of Congress, until local outcries against it mount ed. Philosophizing that most national parks were created over objections of local inter ests. Neuberger has tended to be less than .sympathetic to some of the opposition forces. Morse, on the other hand, has sent out a standard letter to persons objecting to the bill. He says he has "many reservations about a seashore set-aside program that would do economic injustice to exist ing business and community enterprise." But he says he is confident that the "essentials of the bill my colleague intro duced" can be accomplished "by adopting whatever amend ment to it the public hearings 1 have suggested should prove to be desirable." Agree on Needs Morse, on the Senate floor, said he and Neuberger are agreed on meeting the needs Science Proposes Vehicles Riding 'Bubbles of Air' Los Angeles-flJPD-A variety of vehicles from reconnais sance jeeps to ocean liners designed to speed over land and water riding on "bubbles of air" has been proposed by scientists of the Office of Nav al Research. Discissions at the national meeting of the Institute of Aeronautical Sciences -,were brought down to earth, but not quite, with descriptions' of so called "ground proximity vehicles." These are machines which hover and travel next to the ground, but never touching it, on cushions of air bubbles. Some Being Tested The paper was presented By G. B. Matthews and Ma rine Maj. J. L. Wosser. Some of these vehicles are under going testing. Already it has been demonstrated that "fly ing saucer" and platforms with a curtain of air directed downward at high - speed around the edges. This forms the high pressure air bubble on which the vehicle is sup ported. Some means of pro pulsion such as jets or rotor blades then are used to push the vehicle to speeds of 100 miles an hour or more. The machine would never get far off the ground, per haps no more than a dozen feet. Matthews and Wosser said tests have shown the vehicles have a very high lift capabili ty, so that they could be used for the heaviest type trans port. "-- of our own and future genera tions. v "These areas should be en compassed in a national park, to make it possible . for the future citizens to visit the coast of Oregon and enjoy the great satisfaction all of us en joy when we become a part of nature, as we all do when we go to the great national parks and as we all do when we get away from the hum drum, pressure, and race of modern living and get much closer to our Creator," said Morse. If this isn't an example of nervous heredity, I don't know of one, I imagine some psychiatrists could write for us long theo retical articles on why these people bite their nails, but I think the woman sums it up well enough when she says, "I enjoy biting my nails." She says it isn't a habit, it's a craving. She says she-also jigs her knees up and down. - This lady's observations agree with mine to the effect that, there are many' families in which several members in herit a tendency to adopt cer tain nervous habits. Some swallow air and belch it right up again, and they can do this by the hour;' some will scratch the skin off the end of a finger; other will crack their knuckles; others will have tics (twitches) in their face or their shoulders; oth ers may keep scratching them selves here and there; others have constantly to chew gum or -tobacco, while others have to keep sniffing or winking their eyes. Probably these persons have some slight de fect in a little center in the brain which, if it were in good working-order, would keep them quiet. Are Bad Nervous . Systems Inherited? She said her psychiatrist would not, be lieve this. This interested me, if only because I had just seen a woman-a bunch of rierves who was so full of fears and phobias and ten sions, that I was sure she must have inherited a poor nervous system from someone. On asking her about her family, she said they were a bad lot,. Her father was a chronic al coholic, a terrible man with a fiery temper; he was so paranoiac"that even when his mousey little wife was 60 he kept snooping on her and ac- fusing her of having a lover! Because of these groundless suspicions, he eventually shot j and killed one ofhis neigh bors. At his trial,' he was let off because the jury of town folk knew that "he had always been crazy." ' This man's father was just like him-bad-tempered and good for nothing, 4nd he had a brother equally bad-a wife- beater. My patient's mother alio had a bad nervous in heritance. Her father was s drunkard who . wound up in sane; her sister , was a "dope fiend," and one of her broth ers was a drunken vagrant. One of her sisters drank heav ily, ana once attempted sui cide. My patient's mother once attempted suicide, and later she went insane. My pa tient naa a niece wno was an idiot with a peculiar small head. Recently I published book based on 20 years of, study of over 700 families like this. I can't see how anyone could read that book and still say that heredity is not the main cause oi most nervous illnesses. The only way in which he could avoid this con elusion would be to convince himself that I was the greatest liar since Munchusen. I know many of you readers will say, "Oh, no; heredity is too dis couraging." To me it isn't all discouraging because just tis poor stock breeds poor stock, so .good stock breeds good stock. As I say to many a young couple getting married, "Because there are none but fine, able, sane and well-built people in both your stocks, as far back as we know them, we can "say that if you have many children, they are very likely all to be a joy to you. "We just cannot accept the wonder fully good side of heredity and, at the same time, deny the bad side."
