The ed- Mekvold Named To School Post Salem (OPD If Oregon Is going to meet its increasing education demands, federal aid to education demands, federal aid to educataion is needed, Cecil Posey, executive secretary of the Oregon Edu cation association, told a meet ing of county school super intendents here Tuesday. Posey said local property could not support any more taxes for schools. School ad ministrators should study the school finance problem now to make recommendations to the 1961 Legislature, he said. He said school costs were rising rapidly and that the state would face a $70 million deficit in 1961. Mrs. Rita Simmons, super intendent of Wheeler county schools, was elected' presi dent of the Associataion. Other officers are E. D. Towles, superintendent of Clatsop county schools, vice president, and Florence Beardsley, director of elemen tary education for the State Education Department, execu tive secretary. Elected to the executive committee were W. W.. Sar gent, superintendent of Har ney county schools; William Wodie, Lane county super intendent, and Alf B. Mek vold, Jackson county superintendent. She was found, entan gled in a cleaner's bag which apparently had blown on top of her. In many communities clean ing shops and laundries have voluntarily curtailed use of the plastic wrappings. -Some legislators have . considered , passing laws restricting them in some manner. The plastics ;. industry has held top-level conference on the problem. . ' At New VRochelle, N. Y., Paul Cohen, president of the ' Technical Tape Corp., one of the world's largest manufac- - turers- of polyethylene film, - said his firm was working on a "breathable" plastic bag. This plastic would be full of pinholes. The company said an infant could breathe even t if caught in two sheets of it. ! The .plastic people and the . cleaners ' launched an educa tional campaign last month. Two million folders warning of the danger have been dis- . tributed.- . Additionally, the manufacturers have conferred with representatives of health agencies,, the National Safety Council and the American ucation campaign seemed to be the most direct, immediate answer to the problem. Sfeelworkers Plan Divide and Conquer ' New York-(UPD-The United Steelworkers Union will make a divide and conquer bargaining move next week in an effort to crack the steel industry's solid front against a wagae increase. The union, unable to make any headwaay in joint talks beween four-ian bargaining teams, has called its full bar gaining committees to New York next Tuesday for sepa rate meetings with the 12 companies. ' The steel industry has not yet agreed .to the separate meetings. R. Conrad Cooper, chief industry negotiator, said the indstry's four-man team wanted to discuss the matter "more fully" before making a decision. , Duplicate Key May Be Clue To Theft Los Angeles-(DPD-The mys terious disappearance of $113, 200 in currency from an ar mored truck here may have been accomplished through use of a duplicate key as -was done in a recent Denver rob bery, the FBI said today; An FBI spokesman said an investigation- was continuing for the sealed money bag re ported missing June 4 when the armored truck arrived at a branch bank after making 17 stops en route from the main reserve vault of the Bank of 'America. Thieves using a duplicate key looted an armored truck in Denver May 26 of $165,450.. 'Dean' of Oregon Reclamation Dies Hermiston-fUPD-E. P. Dodd, 89, called the "Grand Old Man" of reclamation and pow er. He was president of the the Columbia basin, died Mon day night. " Dodd, a local resident for more than 50 years, had been in failing health for about a year. For many years he was owner and operator of the Dodd Investment Company. During his lifetime he also was a newspaper publisher, farmer, real estate operator, Hoover Reports Noted Decrease In Crime Cases Washington - IUPD - Director J. Edgar Hoover today re ported that new crime statis tics show an "encouraging drop" in murders and rob beries during the first three months of 1959. But Hoover emphasized that the overall crime rate in the nation's cities showed on ly slight decreases - less than one per cent as compared with the first quarter of 1958. Crime incidence reached an all-time high in 1958. Today's FBI report showed murders dropped 3 per cent, auto thefts tapered off by 4 per cent and robberies in cities declined by 8 per cent during January, Feb r u a r y and March of this year. Burglaries Up Aggravated assaults rose 13 per cent, and forcible rape increased 11 per cent. The offenses of burglary and lar ceny over $50 went up 1 per cent. The crimes reported in the FBI index represent a count by police of offenses known to them and are not just limit ed to arrests. In connection with these preliminary crime figures, Hoover appealed to all Amer icans "to continue and in tensify their cooperation with law enforcement officers in the continuing battle against the hardened criminal and vicious juvenile delinquents." Most Murders Solved The FBI .said that reports from 1,972 cities showed that during the 1958 calendar year, city police solved by ar rest 94 per cent of all mur ders, 90 per cent of negligent manslaughters, 79 per cent of the aggravated assaults, 73 per cent of the forcible rapes, 43 per cent of the rob beries, 30 per cent of the burglaries, 27 per cent of the auto thefts and 20 per cent of the larcenies. Atomic Bombers May Leave France Paris (UPD The bulk of NATO's atomic fighter-bomb er force soon will be shifted from France to Britain unless President Charles de Gaulle drops his nuclear demands, diplomatic sources reported today. The switch of 250 American F100 jets will be carried out within a few months should De Gaulle continue to refuse the United States permission to stockpile nuclear warheads on French territory, sources said. De Gaulle has made his per mission contingent on. being allowed some control over the use of the stockpiles and on getting heln from London and Washington with France's" own nuclear program. (UPD Mass slayer Charles Starkweather today was granted another stay of execution, it was learned here today. The stay was granted by Associate Jus tice Charles E. Whittaker of the Supreme Court, local authorities said. The stay was announced by Nebraska Attorney General C. S. Beck. Beck said Wittaker stated that a petition for a writ of certiorari may be filed on or before Wednesday, June 17. Starkweather, admitted kill er of 11 persons, was to die Friday. This was his fourth postponement of execution.
