Water Department Authorized To Construct Mary St. Main (S Council Stories on Pagel) The city water department was authorized by the Med ford city council last night to construct the Mary st. water main in the absence of a sat isfactory bid on the project. The council established a special reserve fund to ac commodate money for devel opment of the West Jackson st. park and swinging pool site. ' ' Authority for flie city wa ter ' department to construct the Mary st. water main fol lowed a discussion on possi bly re-advertfeing for bids. Only one contractor, W. H. Conrad, participated in the original bidding. Conrad sub mitted a bid of $3,966.05, 14 per cent above the engineer's estimate. Agra on Rejection The councilmen were agreed on rejection of Conrad's bid, but split 4-4 on whether to re-advertiser After further dis cussion they voted on letting the water department do the job. This time the vote was favorable by a 6-2 margin, with Councilmen Robert Bac cus, Ward III, and Ed Hall, .Ward I, opposing. Establishing the special fund for the West Jackson st. park and pool was suggested by Mark Goldy, executive di rector of the Jackson County Housing authority. The au thority intends to turn over its assets to the city for de veloping the West Jackson st. area, former site of a housing development. ) These assets have been esti mated in the past at $75,000. The city parks and recreation commission is proceeding with planning for the pool with this sum in mind. Refer lo Assets Goldy, in a letter to the council dated May 29, report edly referred to the assets as being "in the approximate amount of $70,000." In other action last night, the council approved plans and specifications for paving and installing curbs and gut ters for Mira Mar ave. from Nieto way to Juanipero way, for Nieto way, and for Black Oak dr. from Nieto to Ar gonne ave. The councilmen also accept ed street improvements in Grand vigw Unit No. 1 subdi vision. Items Approved Other items approved were a quit claim to interest in the old Medford-Jacksonville rail road right of way across two lots in Perry's subdivision west of tfce city town, and au thority for an indemnity agreement with reference to abandoned property and an $80 certified check to the city treasurer issued July 24, 1929. Destruction of the contents of ballot bojs left over from the last special election and several budget item transfers were also approved. The council authorized re taining Yergen and Meyer as auditors for another year, and approved pufthase of a new official automobile for Duff and a pickup truck for the building department. Zone Changes ' . The council also approved two zone changes for lodge halls on the east side and a zoning variance for Rogue Valley Manor atop Barneburg hill. . . - Both zone changes were to mul'iple family residential from single family residen tial. One, for property at the southeast corner of Crest brook rd. and the proposed extension of Highland dr., permits erection of a consis tory by the Scottish Rite free masons. . - ; The second, for the Knights of Columbus, permits build ing a lodge on the proposed A Gooninlwd by A UOl (PARENTS extension of Black Oak dr. south of Barnett rd. A change to limited com mercial was requested. This zoning would have confirmed to the zoning of adjacent tracts, on which the Catholic church reportedly plans to erect a high school and a church. The council decided to limit the change to multiple family as a "safeguard" to prevent actual commercial de velopment should present plans change. The zoning variance for Rogue Valley Manor permits the $5V&" million retirement home to be built to a height of 118.5 feet.-The zoning or dinance itself limits heights to 85 feet. City Manager Rob ert A., Duff told the council he was informed the Manor's height would not infringe on the glide path or approach lane for aircraft using Med ford airport to the north. The council's approval ,of the vari ance was unanimous. But here's what the manager of -Cali fornia's big State Fair and Exposition said the other day to the manager of the Oregon Centennial Commission: "If you don't get a MIL LION people from California at your Centennial Exposition at Portland I'll be surprised because everybody down here is saying nothing but good things about your upcoming show." TTERE'S a thought: " These million Californians, on their, way. to Portland for the Oregon Centennial, will pass through Far Northern California and Southern Ore gon. Most of them will pass through Southern Oregon and Far Northern California on their way back. The money they spend, both coming and going, will be ADDED TO THE ECONOMY of Southern Oregon and Far Northern California. TTOW much will they spend? " It's largely guesswork, of course, but what research has been done "along that line in dicates that each tourist spends a minimum of about six dollars per day. If you're skeptical of that figure, you can check it against your own experience when away from home. If you can get by for less than - six dollars a , day for food, lodging, car expense and incidentals, you're good. So let's say it's $6 per per son per day. It will take these million Californians about an average day to get across Far N o r t h e r n Calif ornia and Southern Oregon. That's SIX MILLION DOLLARS. It will take them another day to cross our area going home. That's a total of 12 MILLION DOL LARS.' It's NEW MONEY brought into our area. And It isn't hay. SO FAR in this piece, we've i been talking ibout a min imum of a day to roar through going and a minimum , of another day to roar through on the way back. Give some thought to this: IF by applying collective ingenuity and collective sales manship of our area-we could stop 'em an ADDITIONAL day on the way up and an ADDITIONAL day on the way back, we could add ANOTH ER twelve million dollars to our economy. That wouldn't be hay, eith er,' - -, t- REASONABLY accurate re search indicates that the average tourist tends to roar through from one metropoli tan city to another UNLESS somewhere along the way he is told interestingly and con vincingly about the things he ought to STOP OVER a day or more to see. This .tendency to roar through is aggravated by modern high-speed freeways which tend to by-pass the towns. How shall we go about it to add this potential 12 mil lion dollars to our economy this summer? The best way is for every one in our area who comes in contact with tourists is to tell them interesting, convinc ingly, CAPTTVATINGLY if possible, about the charms of our Southern Oregon -Far Northern California country.
