In the follow ing dispatch, written expressly for United Press International. FHA Commissioner Julian H. Zimmer man reviews his agency's record and takes a look at its future. By JULIAN H. ZIMMERMAN Federal Housing . Commissioner Washington-(CPD-Fresh, im aginative thinking has of nec essity been at the core of FHA's way of doing business since 1934. Nothing less than this type of approach could have been possible if FHA was to exer cise leadership in the housing industry through its programs of mortgage insurance. Noth ing less than this approach will do in its next 25 years if FHA is to continue to serve the American public. When we recall the condi tions of the housing industry and the circumstances of the home buying public in 1934, it is easy to appreciate the reas ons for this dynamic method of operation. In Need of Repairs j In 1934, more than 230,000 mortgages had been foreclos ed; approximately 16 million homes were badly in need of repair; high down payment, short-time mortgages were all that were available. In addi tion, building standards were provincial and un-coordinated. Home building activity was at a very low ebb. Compare these , circum- ; stances and conditions of 1934 with those that exist today. Last year, for instance, only 42,000 mortgages were fore closed. Millions of homes have been modernized. Today, 25 to 30-year, low down payment mortgages are available to most American families. Building standards are becom ing more uniform throughout the country while building starts are approaching new records. . Though FHA in sures only about a fifth of all home'mortgages, its programs have stimulated wider oppor tunity for home ownership, better construction standards, sound home financing systems, scientific appraisal and credit ratings, and a healthy housing industry. Looks for New Ways But even with these accom plishments to its credit, FHA continues to look forward to new fresh ways in which it can serve the public. Legisla tion now pending could help ease the way for simpler trade in house procedures. This is important to the prospective home buyer because he will be able to trade in his present house when he has found a new one. 1 This is important to the housing industry be cause it provides greater flex ibility in dealing with trade ins. 1 Another new concept as we look to the future is FHA's certified agency program. This will make it possible for the housing industry to be better served in smaller communities Sonofone Manager Named for District Art Chipman, who moved here from Van Nuys, Calif., has been named district man ager for Sonotone here. He replaces Charles Adamson, who is retiring because of ill health. The district includes seven southern Oregon and four northern California counties. Chipman's grandmother, Mrs. Sarah Taylor, was born in Jacksonville. Chipman was born in eastern Oregon, and lived in. California several years before moving here. These ag ents act as FHA's representa tives and have full authority to issue FHA commitments on individual and small multi- family homes. In addition, FHA is work ing with full vigor with the Eisenhower admin istration, Congress, and other interested organizations to see that urban renewal and like projects re ceive proper insurance back ing. Mortgage insurance is sued under FHA's urban re newal program requires the broadest and most imaginative thinking. Other Problems There are other problems which have been identified, such as: transferring raw land into improved stages of de velopment for home building; cutting lead time between new ideas in construction and their actual application; en couraging more and . better quality housing. FHA is pre paring to move forward on a broad front in all of these fields. FHA faces these new chal lenges with the same vigor it has displayed for 25 years. The results of FHA's imag inative thinking since its be ginning are a matter of record. It has written insurance total ing over $55 billion. It has over $26 billion worth of in surance outstanding. It has $700 million in reserves. Orig inally FHA borrowed $65 mil lions from the U.S. treasury to begin its operations. Under the Eisenhower administra tion in 1954 this amount was repaid with interest of $20 million. '" All of these accomplish ments have not cost the Amer ican taxpayer a cent. FHA is self-supporting and will con tinue to be so. The FHA looks to the future when every American can be the owner of his own home. Business Beiier In First Quarter, Revision Shows Washington, May 17 - (CPB- Business was even better in the first three months of 1959 than the record-breaking pace originally reported, according to the commerce department. Revised figures showed that nation's output of goods and services hit an all-time high annual rate of $467,000,000, 000, up $2,000,000,000 from the department's earlier esti mate. Providing half this increase was heavy stockpiling of busi ness inventories, especially steel. The department estimat ed that factories and firms ad ded to their inventories at an annual buildup rate of $5,000,- 000,000. Sharp Reversal This indicated a sharp re versal of the drawdown- of stocks in the closing months of 1958. The department noted "a widespread move toward re stocking among other com modity lines" in addition to steel, but gave no breakdown. Steel users have been laying in reserves of the basic metal as a hedge against a possible steel strike this summer. , The $467,000,000,000 gross national product rate repre sented an increase of $14,000,- 000,000 from the fourth quart er of 1958. It was 8 per cent above the depressed recession rate in the beginning of 1958, after allowing for small price increases in some lines. Personal consumption spend ing in the first quarter hit a record rate of $300,500,000, 000. Spending for home building also was at a new high. It hit an annual rate of $21,500,000,- 000 compared to $19,000,000, 000 during the middle of 1955, the record year. Business investment posted a modest rise, with gains re ported in durable and non durable goods manufacturing and air and rail transporta tion. But the $43,000,000,000 rate lagged $5,000,000,000 be low the pre-recession peak. Unofficial estimates are that total output in the cur rent quarter will rise to a rate of $475,000,000,000. Chiang Kai-Shek Due Third Term " Taipei, Formosa (UPD Chiang Kai-shek today ap peared headed for a third term as president of the Chin ese Republic. Leading members of the ruling Kuomintang party and the majority of the people be lieve the 72-year-old Gener alissimo will stay on when his second term expires next March. They got added support from reports that Chiang told the party's central committee Monday he would, "not shun my responsibilities, for I will not disappoint the Chinese people on Mainland China or confuse my followers. Castro Cabinet Enacts Land Production Law Havana-(DPD-Premir Fidel Castro and his cabinet has enacted a new agrarian reform law designed to get Cuban land in full production. i The measure, which Castro described as "the fundamental law of the Cuban revolution," will force the sale of idle, privately owned land to the state. . "O n e does not have to be a psychopath to be a creator or a criminal, but it helps," Deios smith according to Dr. Harry L. Kozol, neurolo gist of Harvard University. He was urging what he con sidered a more reasonable treatment of criminal psycho paths by both the law and psychiatrists. Both tend to keep them out of mental hos pitals where they might be helped and to keep them in jails where they might be helped and to keep them in jails where they aren't help ed, he complained. Kozol began by trying to say plainly what is a psycho path. "A single generalization about psycho paths would characterize them as non-conformists. "Is there any difference be tween legal non - conformity and artistic or literary or even academic non - conformity? I doubt if there is. In my opin ion there is no basic differ ence between the psychopath who enriches society and the one who robs it. They are cut of the same cloth, and any ap parent difference is in their goals rather than in their sub stance." s ' He wasn't concerned for the enriching psychopaths. Socie ty rewards them generously, he said, "and has often over looked or forgiven very seri ous deviations from conven tional norms of behavior." Nor was he critical of so ciety's vigilance toward anti social psychopaths. Some Are Threats "It certainly cannot afford to be complacent about them, he said. "Whereas some are merely nuisances, others are genuine threats. There ap pears to be a vast aggregate of such anti - social individuals who appear to be dedicated inexorably to making trouble for themselves and others.
