And in case you wonder where you've seen Clinton, take a - look at the nearest pack of cigarettes. He's the rather grim-visaged character who stares at you from the federal tax stamp. The Internal Revenue Serv ice has announced that after June 24, cigarette manufac turers would be permitted to eliminate the stamps and pay their government excise tax twice a month directly to the Treasury. . Clinton, a New York gover nor whose name is linked with the Erie Canal, has been adorning cigarette stamps since 1879. The Treasury says his portrait has rolled off government presses an astro nomical half. - trillion times since he was first honored. Last year, for instance, American smokers ripped open nearly 23 billion packs of cigarettes. Gromyko Prepared Khrushchev said the Soviet Union was doing everything possible t o achieve world peace and that Foreign Min ister Andrei Gromyko was prepared "to achieve positive results" at the foreign minis ters' conference in Geneva. He said that if the foreign ministers' meeting did not prove a great success he ex pected a summit meeting to be "the next step." He said British Prime Min ister Harold Macmillan advo cated a summit meeting and President Eisenhower and French President Charles de Gaulle were in general agree ment. "Yet all these leaders have expressed themselves on this question cautiously because each one of them wishes to keep room to maneuver," he said. "Of course not all the questions can be solved at a single meeting. We want to solve all the controversial or unsolved problems without war." Victory for Russians Moscow Radio quoted a Tass News Agency dispatch that de-' scribed the seating arrange ments worked out at the Ge neva meeting as a "great vic tory" for Russia. It said the West had tried to restrict or eliminate par ticipation in the conference by the German representatives. Tass, reported the Soviet Union opposed this and "the attempts to prevent the Ger mans from taking seats at the conference table failed." Bob; Mope: M off -Ike ESoad?
