Jordan Civil Strife Feared Cairo-TCPD-A shakeup in the government of Jordan raised fears today of civil strife, in creased Communist influence and a possible attack by Israel should the Reds come into power. Premier Samir Rifai, 57, known as the strong man of Jordan, resigned Tuesday and was replaced by Hazza Mejali, 42, in a move that brought new attention to Jordan's pre carious position in the Middle East. King Hussein named Maja li premier a few hours after Rafai resigned because of ill health. He said there would be no changes of policy, but Middle East diplomats here feared Rifai may have been the only man capable of hold ing Hussein's kingdom to gether. They feared the Commu nists, already entrenched in neighboring Iraq, could bene fit from any upheaval in Jor dan and they feared the reac tion of Israel in any such event.
