Election in Russia Simple Procedure, Correspondent Told Br ALINE MOSBY UPI Correspondent Moscow -(UPD-Yes, Virginia, there IS an election day in Moscow When the red flags" flutter from apartment house en trances, that means Soviet citizens are trooping to the polls. To an outsider, an election with only the Communist party on the ballot sounds like a triviality that would pass unnoticed. But actually it's a big social event. I dropped in at School No. 128 in downtown Moscow to see what a Soviet polling place looks like. The atmo sphere was that of a festive occasion. Sandwich Stand Set Up A loudspeaker blared So viet jazz. Upstairs in one of the school rooms a soft drink and sandwich stand had been set up. In another room chil dren could be parked while the voters (18 is the minimum age) went to the polls. c u ait cai.ii gtwpu at a table to show his or her identification card. This was checked against a list of eligi ble voters for the precinct. Then the voter was handed -three ballots - about the size of dollar bills - for the su preme (federal), district and city Soviets (congresses). Each ballpt bore only one name, the person already selected by Communist party leaders for the job. Six reservists completed Thirteenth Naval District ad ministration school at Sand Point Naval Air station in Seattle. They are William Bateman, electronics technic ian third class; Dennis Dibble, yeoman seaman; Robert Hays, storekeeper third class; Robert Larson, electronics technician first class; Floyd Tillman, util itiesman third class; and Ken Walker, radarman third class, all from Medford. Four seaman recruits at tended two-week boot camp arining in- San Diego. They are Larry Malone and John Muller, both of Central Point, Gene Schuder, Prospect, and Ronald O'Neill, Medford. Virginia Gennings, dental technician first class, of Med ford, completed training at Tongue Point Naval station in Astoria, while Frank Elsom, yeoman second class, recently returned from class A yeo man's school at San Diego. Aboard ships of the active fleet were Lt. Richard Briden stine and Verl Yates, radio man third class, of Medford, on the USS Hubbard at Long Beach, Calif.; Gene Shelton, aviation ordnanceman second class, Medford, and Lt. j.-g. Russell Johnson, Medford, aboard the carriers USS Ben ington and USS Shangri-La; and Lt. Richard Schuchard, Medford, on the USS Onslow at Alameda Naval Air station, ' Oakland, Calif. So why have an election day if the office-holders are selected in advance? A guide pointed out four curtained booths. In each was a chair, table and lamp. "The election is held so a person has the opportunity to go into the booth, cross out the name on the ballot and write in another. Secrecy is guaranteed," one of the elec tion authorities explained. I watched a parade of vot ers a plump housewife in a fur-collared coat, an army officer, several men in fur caps, the standard Moscow headgear. They didn't even glance at the ballots before dropping them in the box. Not one entered the curtained booths. Patriotic Gesture "As you see, not many of our citizens use the booths," my guide said with a smile. She added that of 2,504 voters in the precinct, 1,955 had voted by noon "because it's regarded a patriotic ges ture to be first." By the end of the day (polls are open from 6 a.m. to midnight) 99 per cent would have voted. Nobody waits around for" the returns. Several voters crowded around me to ask how this was different from an Ameri can election. With a panicky feeling that the reputation of the West demanded upon me, I tried to explain the primary and final election ballots of the U.S. The voters hung on every word. Their expressions were a mixture of amazement and pity. "Why, it sounds so compli cated and difficult," one wom an said. "And ours," she concluded triumphantly, "is so easy." Stale Centennial Building Said To Be Fire Hazard Portland -(UPD Fire Chief Hal Simpson said that the Oregon Centennial Exposition building at the north edge of Portland is "one of the most hazardous we have for that kind of occupancy.' Up to 20,000 persons are expected to visit the grounds daily this summer. Simpson gave his ; estima tion at a meeting with Wil liam Gaarenstroom, Centen nial Commission fiscal officer; Stanley Earl, city commis sioner; Dale Gilman, city fire marshal; Howard Traver, Mayor Terry Shrunk's admin istrative assistant and Ray Durford, assistant fire chief. Contract Sought Gaarenstroom sought a con tract from the city to provide fire protection . for the Cen tennial building, formerly the Pacific international build ing, and for new structures being built on the grounds, The old P-I building once was ordered close as a fire hazard. Gaarenstroom said he un derstood "corrections" had been made in the structure to the satisfaction of the state fire marshal. Gilman replied: "I think he's pretty lenient." He said the city code would require many more alterations before the city could accept fire pro tection responsibility.
