The pro posed legisla tion would let the state de to apply the federal funds to school con struction needs or for teacher salaries, or both. "The purpose is to build classrooms and aid teachers," declared Rep. Cleveland Bail ey (D-W.Va.), subcommittee chairman. "We are not con cerned how the state uses it. We are not meddling in state affairs. We are just giving them a grant of money. That's the beauty of this proposal, its simplicity." For Four Years The legislation would auth orize the aid program for four years starting July 1, 1959. Total cost is estimated at $4.4 billion for that period. The basic formula for allocat ing funds among the states would be to provide $25 for each child between ages 5 and 17 residing in the state. All the children would not have to be attending public schools for the state to claim them in determining its share. It would be up to each state to determine, as they do now, whether to provide any aid to non-public schools. Compared to Oregon's $11, 250,000. Washington state would be entitled to $17,675, 000, Idaho would get $4,525, 000, California would get $87,800,000, and Alaska $1, 350,000. Finishd Hearings The Senate Education and Labor committee has just finished its hearings on aid to education legislation but has not yet indicated the type of bill it will report out. The bill emerging from the House subcommittee is a mod ification of a proposal ad vanced by the National Edu cation association. The origin al version would have pro vided for a permanent pro gram under which the gov ernment would offer each state $100 per school age child annually. The trimmed-down version is an attempt at working out .a compromise wnicn mignt have a better chance of being enacted and signed into law by President Eisenhower. The Administration has not asked Congress for any sort of school aid legislation this year, as was done in previous years. Also, a modest bill stands a better chance of being en acted now during continuing concern over balancing the federal budget. Placing a four-year time limit on the program is expected to give it the character of an emer gency program rather than a permanent one. Republican opposition is al ready showing itself to the modified bill. The subcommit tee vote reporting out the bill was along party lines, four Democrats favoring it, two Republicans opposing. Demo crats dominate the full com mittee 20-10, so they have the votes if it comes to a party line test. One major obstacle is the House Rules committee, which is conservative in its makeup on both sides of the party fence. The Rules com mittee would have to .clear the bill before it could come up for House debate. Classroom. Need Rep. Edith Green (D-Ore.), a committee member, believes there is strong public support now for federal aid to educa tion because of the need for more classrooms in most com munities. The administration's view point was expressed by Secre tary of Health, Education and Welfare Arthur S. Flemming: "The proper role of the fed eral government in the educa tional field is to pinpoint what I would call emergency SUNDAY, APRIL 26, 1959 situations and then, having determined that those emer gency situations are not go ing to be handled adequately without federal assistance, to move in and do something about it." Whether this sort of bill would fit this prescription is a question. CANDIDATE UNCERTAIN Montgomery, Ala. - (LTD -L. B.
