for robots which will explore
the moon in advance of man
have been outlined by a top
scientist of the National Aero
nautics and Space Administra
tion. Dr. A. R. Hibbs of NASA
Jet Propulsion Laboratory
here said the main problem
in the project is figuring out
"how to get a lot of informa
tion with the simplest equip
ment." Long-Range 'Exploration
The 34-year-old chief of
JPL's research section is one
of a nine - man "working
group" recently appointed by
NASA to conduct major long
range scientific exploration of
the moon's surface and envir
onment." Two kinds of robots prob
ably will be used as the main
lunar explorers in the pro
gram. Hibbs said-"sophistica-ted
lunar satellites and instru
ments payloads that are soft
landed on the moon."
He estimated it would take
up to five years to get these
vehicles into operation.
Can Measure Radiation
"With a lunar satellite or
biting 200 to 300 miles from
the moon, we can tell what
the moon's surface is made of
he said. "We can measure the
different kinds of radiation
emitted by a fraction of the
moon's rocks to tell whether
the rocks are made of basalt,
silicate or something else."
The robots, which will be
landed gently on the moon
following surface "mapping" J
by the satellites, probably will
use solar energy to power var
ious devices, including "drills
to take rock samples and per
haps little arms to reach out
and sample dust and make
other mesurements," Hibbs
said.
Will Radio Information
The instrument packages,
first of which will be immo
bile, will radio back to earth
information which may tell
the age of the solar system and
how it was formed.
"The moon's surface hasn't
changed for five billion years"
Hibbs said. "There's no 'wea
thering such as we have on
earth."

PLANS SECOND NETWORK

have a second non-commercial
television network by next
year, informed sources said
today. The present TV system
is run by the state.
