MAIL TRIBUNE, Medforf, Oregon, Friday, March 27, 1959 3 Argus Tests Said To Show Feasibility Of Moscow Blackout Washington-CPD-A Defense Department spokesman said Thursday that last year's high altitude Argus tests show the feasibility of causing a total -but temporary-"blackous" of all radio and radar in- the Moscow area. I Roy V. Johnson, director of the Defense Department's Advanced Research Projects Agency, said this could be done, in theory, by setting off high altitude nuclear shots over the Indian Ocean. He quickly added that Rus sia, presumably by space-shots in other areas, could produce a similar blackout in the United States. Impact Not Known Johnson cautiously dis cussed the implications of the Argus tests in testimony be fore a Senate space subcom mittee. He prefaced his com ments with the comment that the full military "impact" of the tests is not known. Some of the conclusions drawn may have to be changed, he said. The United States late last summer exploded three small atomic bombs more than 300 miles above the South Atlan tic. The tests spread a tem porary 100-mile thick shell of deadly radiation above the earth at altitudes of up to 4,000 miles. The White House released t a 2,400-word report giving the first details on scientific re sults of the high-altitude Ar gus experiment. Dr. Herbert York, research director for the Defense De partment, said the strongest part of the shell compared in intensity with tne natural radiation zones in space named after Dr. James A. Van Allen of the University of Iowa. He told reporters at a White House news conference that hieser bombs would have cre ated a correspondingly bigger and more intense zone or ra diation. Military details were kept out of the White House re port, and York refused to dis cuss the explosions' effect on such things as radio communi cations, missile electronic equipment, and radar early warning systems. Auroral Display But the shots caused arti ficial auroral displays, which are known to accompany natural electronic disturb ances which djsrupt commu nications. Lower altitude but more powerful H-bomb tests in the Pacific a few weeks before the Argus project blacked out radio communica tions for hundreds of miles.
