Iraq Premier Holds Baghdad To Give Control of Nation Br PHIL NEWSOM UPI Foreign News Editor Cairo - (LTD - Whoever holds Baghdad holds Iraq. There is little surprising in the Iraqi revolt. The only sur prise is the matter of timing. The lighted fuse finally reach ed the powder keg. But the point now is that Warning Line To Be Extended Across Greenland Washington - 1TD - The De fense Department announced today that the radar warning line across the top of the con tinent will be extended across Greenland at a cost of more than $27 million. The Distant Early Warning line (DEW) now runs from the Aleutian Islands, around Alas ka and across Canada to east ern Baffin Island. The line was built to give warning of a bomber attack on North America. The department announced award of two contracts to build four stations across Greenland. Stations on Ice Cap Two of the stations will be atop the Greenland ice cap and the other two will be in coastal areas. The Pentagon said Peter Kiewit Sons' Co., New York, received a $12,720,000 con tract to build the two ice cap stations. Danish Arctic Contractors, Copenhagen, received a $14, 404.137 contract to build one station on the west coast of Greenland near the mouth of Itivdleg Fjord and one on the east coast near Kulusuk. The Defense Department said construction would start "early this year." The new stations will ex tend the radar net from the eastern end of the DEW line at Cape Dyer on Baffin Island. The extension across Green land will be at about the latitude of the Arctic Circle. Soldiers' 'Mem' Taken by Death ! Woodland, Wash. -(LTD- Fu neral arrangements were pending today for Mrs. Jose phine R. Mulkey, 65, who gained fame during World War II by sending hundreds of letters and Christmas pack ages to servicemen. Better known as Mom Mul key, she started her letter writing campaign after losing an adopted son in the war. During the war she corre sponded with about 400 serv icemen and often spent two thirds of her time writing letters. In 1954 she attended a na tional VFW convention in Philadelphia and was a lunch eon guest of President and Mrs. Eisenhower. She had lived in the Lewis River dis trict since 1937. Premier Abdel Karim Kas- sem holds Baghdad and has the air force to back him. Col. Abden Wahab Shawafs sec ond division may be the most powerful in Iraq, but as far as is known here, it has no air support and has more than 300 miles between it and Baghdad. Baghdad remains the mili tary key, despite the obvious economic value of the oil fields, presumably in rebel hands. The proof lies in the military preparations against the revolt Kassem long ex pected. Military Situation Obscure The newly-created fifth di vision screens the city, while the third division. !d by Kassem in the revolt against King Fasel. is stationed a few miles to the north. All, in cluding the air force, appar ently are loyal to the regime. The actual military situa tion in Iraq remains obscure, with the only known facts that the borders are gener ally closed to air, rail, and road traffic and all foreign ers in Baghdad are warned to stay off the streets to prevent a repetition of last July's bloodshed. Conflicting claims of the Baghdad and rebel Mosul ra dios reduces it to a propa ganda war, the outcome of which no one is yet willing to predict. The important Mideastern radios still are noncommittal and most Mideast nations are bending backwards to avoid predictions or taking sides. Surrounded by Reds However, the outbreak was as predictable as the time and tides and may determine the whole course of Mideast ern events. Kassem, an ob scure brigadier at the time of the July revolt, now is a man who wants to . stay in power. He is considered non Communist but may have gone so far in surrounding himself with Communists that it is impossible to withdraw. The Baghdad police are Communist controlled and the air force is in charge of a man with known Commun ist sympathies. In fact, some Mideastern sources sav that Kassem is a prisoner of his own forces in Baghdad and would be killed if he attempted to leave the capital. Whatever the outcome of the present outbreak, there is no doubt that the results will be judged as a victory or de feat for Communism in the Middle East. Students Rewrite U.S. Constitution Princeton, N. J.-TPD-Prince-ton University students are rewriting the U. S. Constitu tion as an "intellectual exer cise," and incidentally to avoid a final exam in an American history course. The project has the bless ing of Prof. Eric F. Goldman, who chose 15 seniors' and juniors from the top students in his class for the job, which will excuse them from having to take the final exam. "The Constitution was writ ten in an agrarian society," Goldman pointed out. "Many of the situations of today were non-existent then, such as Communism." The students were instructed to redraft the document in the light of cur rent conditions. Goldman said he wanted t'.ie framers to be "practical statesmen, not Utopians," ex plaining that their "constitu tion" would have to be "rati fied" by a two-thirds majority of the 357 students of the class. Oregon Territory Citizens Invited Washington-UPD-Sen. Rich ard Neuberger (D-Ore.) has invited residents of Washing ton, Idaho, Montana and Wyo ming to "return to the home land and enjoy the material and spiritual benefits of be ing Oregon citizens." Neuberger told the Senate Monday- that as part of its statehood Centennial celebra tion Oregon is offering a "birthday present" to citizens now residing in its former territorial boundaries. He said Gov. Mark Hatfield had authorized him to extend an invitation to all the people living in what once was the Oregon territory to become "honorary citizens" of his state. "No gift of liberation could be greater than to provide the displaced persons of the Oregon territory with the right to return to. the home land," he said. Hollywood -TCPD- Film pro ducer Otto Preminger will not oppose his wife's divorce suit when it comes up for trial today, his attorney said. An agreement was reached allowing Mary Preminger to obtain a default degree with Preminger withdrawing his charges of misconduct against her involving English actor Michael Rennie. irl Scouts Mothers Honored A combined mothers' tea and court of awards was held by Troop 114, Girl Scouts, at the Dillon home on Grand avenue recently.
