Reports of Buds Dropping Received Several home owners have complained recently of camel lia buds dropping, according to Don Berry, Jackson county horticulture agent. There are several reasons for such dropping, he noted. Some varieties like "pink per fection" have a tendency to drop buds, and excessive cold in winter will induce drop ping, he said. Bill Coombs of Phoenix was elected vice president. Other officers are Mrs. Truman Bishop, recording secretary; Frank E. Ross, treasurer; and Mrs. Gordon Talbott, corres ponding secretary. Directors are Claude Stev ens, three years; Truman Bish op, two years; and Hugh En gle and Mrs. George Brewer, one year. Stevens was ap pointed program chairman with LaRue Morris of Central Point as his assistant. Mrs. Bishop was appointed publicity chairman with E. W. Grant of O'Brien serving on the committee. Amends By-Laws , The Council has amended the by-laws and changed the annual meeting date. Overall plans of the Coun cil include the organization of affiliate groups in the state with the local organization being the parent group. Main purpose of the Council is to help the miner or anyone who has minerals and to work for the betterment of the mining industry in general, repre sentatives of the Council said. Frank E. Ross, who is head of the Centennial committee, is working on a display for the Centennial fair in Port land. Plans call for a gold and mineral display with a list of claim and mineral property owners in southern Oregon who would like help in financ ing or developing their prop erties. Anyone who has such property is asked to contact Ross. A human stomach, fully dis tended, is about as large as a football. When it is empty it can shrink in size to that of a human finger. The Family of May Newlun LEGAL NOTICES ORDINANCE NO. 7178 AN ORDINANCE providing for the construction of a sanitary sewer to serve the Berrydale Dist rict in the City of Medford, Ore gon, and for the assessment of the cost thereof on adjacent property; providing for a meeting of the Council to consider protests against said improvement and providing for the serving of the owners of adjacent property with notice thereof by the Recorder. THE CITY OF MEDFORD DOTH ORDAIN AS FOLLOWS: Section 1. That it is the intention of the Council to cause a sanitary sewer to serve the Berrydale Dist rict to be constructed in accordance with the hereby adopted and iden tified plans and specifications on file in the office of the City Man ager, -at the City Hall, Medford, Oregon, to which plans and specifi cations reference is hereby made for details and estimated costs thereof, and to assss upon each lot, or part thereof, adjacent to and benefited by such improvement its proportionate share of the cost of said improvement as provided by the Charter of the City of Medford. Section 2. The Council will meet in the auditorium of the Jackson County Court House on the 19th day of March, 1959, at 7:30 P.M., at which time and place the owners of said adjacent property are here by called upon to appear before said Council and show cause, if any, why said improvement should not be constructed, and why said prop erty should not be assessed for the construction thereof. Section 3. That warrants for the costs of the aforementioned im provement shall bear interest at four per cent (4) per annum afia shall constitute general obligations of the City of Medford, and said warrants shall be issued pursuant to. and on the terms and conditions set forth in. Oregon Revised Stat- I utes 287.502 to 287.510. inclusive. ! Section 4. The City Recorder is hereby directed to serve notice hereof upon the property owners aforesaid, by publishing this Ordi nance once in a daily newspaper, printed, published and of general circulation in said City at least ten (10) days before the date of said meeting, and by posting five copies of this Ordinance in five public and conspicuous places in said City for a period of ten (10) days prior to said meeting. Grigsby, 613 East Eighth st., Medford, after Grigsby received the Soldiers Medal recently at the Portland air Basin Accounts Bill Would Use Power Revenues to Pay Projects The basin accounts bill now before Congress, if passed, would authorize use of any surplus power revenues from the Talent project to help fi nance future irrigation proj ects in the Pacific Northwest, according to local irrigation district managers. The bill nas been intro duced into the House of Rep resentatives as House Bill '3510, LaSelle Coles, Ochoco irrigation district manager, Prineville, and first vice pres ident of the National Recla mation association, reported. The bill would not affect ir rigation projects or multiple use projects now under con tract, it was explained. How ever, the basin accounts sys tem would take the power reVenue after it pays off costs of one project and use it to help pay for other projects, according to Walter Hoffbuhr, Talent Irrigation district man ager. It would not help the Tal ent project since one of its uses, power, will help pay the costs x)f the project, he ex plained. The basin accounts system takes over payments of project costs after the 50th year.. The bill would help the Illi nois Valley project which, if approved, is expected to have a repayment period of 269 years. "This thing has gotten to the point unless you get a multiple purpose project it is not feasible for irrigation to pay off the costs of the proj ect," Hoffbuhr said. "For in stance, the $12 million alone in irrigation costs in this proj ect would make it prohibitive for water users to pay it off through the greatly increased rates which would be neces sary." "Another feature of this bill is that it makes it more eco nomical to put land under ir rigation," Hoffbuhr said. "Now we have surplus pro duction, but with the present rate of population increase in 50 years we will be a little short of land probably. The more land we can get into production now the better off we will be." The basin accounts bill pro vides for a pool of power rev enues in the Pacific North west. The Pacific Northwest account would be credited at least once a year with all the revenues from a power oper ations pool. Once a year the capital costs of a project for power and irrigation are deducted from the power revenues, plus the interest on the unamor tized balances of the commer cial power allocations. According to the provisions of the bill, the secretary of in terior reports annually on the Pacific Northwest account and gives a separate accounting for each project. The com posite payout schedule for all projects is covered by the Pa cific Northwest account. The bill would affect only Bureau of Reclamation dis tricts, including, in this area, Grants Pass, Medford, Talent, Rogue River valley and the Illinois Valley proposed proj ect. Women Sentenced to Mae Crystal (Boots) Schroe der, 25, of East Main st., Med ford, and Seattle, was sentenc ed to 50 days in the county jail and fined $5 court costs by Judge Roy Bashaw re cently in district court.
