Neuberger Urges Higher Gas Taxes, Postal Kate Mike ! Washington-fUPB-Sen. Rich ard L. Neuberger (D-Ore.) urged Congress today to face cold war realities and boost taxes and postal rates by al most $3 billion a year. His four proposals includ ed President Eisenhower's re quests for highway fuel tax and postal rate increases and two of Neuberger's own. These would hit corporations by restoring the wartime ex cess profits tax "and cutting the oil-gas depletion allow ance from 27V& to 15 per cent. Not Easy Program "This is not an easy pro gram," Neuberger said in a prepared Senate speech. "It holds out no illusions that the way ahead is strewn with rose petals. It asks sacrifices of the high, the low and the in-between. "It recognized the grim fact that we are engeged in a cold war with a mighty colossus, the Soviet Union, and that the survival of the free world may .depend upon our capac ity for sacrifice and unselfish service." Neuberger said the Ameri can people will "respond af firmatively" if they are "told the truth." His four bills would pro vide this revenue: -S724,000,000 in fiscal 1960 from a IV2 cents a gallon in crease in the tax on gasoline, diesel fuel and special fuels. Similar Bills Offered -$325,000,000 by lowering the depletion allowance for oil and gas to 15 per cent. Similar bills have been of fered by others. 5325,000,000 by letting the Post Office De partment set fair postal rates, subject to Congressional and Presidential veto. -$1,600,000,000 by reinstat ing the excess-profits tax of 1950. Roundup President Cites Roping Rules Pendleton -UPD- In reac tion to a bill introduced in the Oregon Senate by Jean Lewis, Portland, which would halt steer roping Pendleton Round up President R. J. Bouer said Wednesday that the Rodeo Cowboys association has rules to prohibit cruelty to animals. Sen. Lewis introduced the bill at the request of the Ore gon Humane society. The bill provides that any person "who engages in a contest in which cattle or other animals are roped as a test of skill for any money, prize, title or championship, shall be fined not less than $100 or more than $500." Bauer said the association . rules quickly disqualify a man ,who shows cruelty to animals "Actually the performers 1 in the Pendleton Roundup ; who rope have a more kindly feeling toward the stock than j the average spectator because they work with them all the time," Bauer said. PENNEY'S MEZZANINE FLOOR Libel Verdict Favors Bishop Portland -(UPD- A Circuit Court jury Wednesday return ed a verdict for Bishop A Raymond Grant and 10 lead ers of the Oregon Conference of- Methodist churches in $500,000 libel suit. The suit was brought by Rev. George Smith Brown head of the Oregon Anti Liquor league. The Rev Brown contended he had been libeled by a report published in a church publication which said he had no authorized credentials or status in any conference of the Methodist church as a minister.
