Industrial accident cove rage for all governmental agencies whether or not en gaged in hazardous occupa tions, would be mandatory under terms of another bill. A bill was introduced to increase the amount of bonds the State Board of Higher Education can issue to raise money for building dormitor ies and other self-liquidating projects. The Board can now issue $15,350,000 of revenue bonds for these purposes. The bill introduced by the Joint Ways and Means Committee would increase the amount of $24, 400,000. Open Sessions Reps. Vernon Cook (D Troutdale) and Ed Benedict (D-Portland) introduced legis lation to require all legisla tive bodies and public govern mental agencies except the state Legislature and the Ju diciary to conduct their busi ness in open and public ses sions. All meetings would be at regular times except where public notice har been given of special meetings. Closed executive sessions to consider employment ques tions or confidential tax re turns would be permitted. Minutes of all meetings would be open to inspection. A House joint resolution calls for an interim commit tee on school finances consist ing of three representatives, three senators and three members appointed by the governor. Study of Tax Problems The bill, sponsored by nine representatives and five sen ators, would call for a study of tax problems, rural school laws on basic school support, and other problems. The Committee on Veterans Affairs introduced a resolu tion changirig limits of the loaning power of the State Department of Veterans Af fairs from four per cent of the assessed valuation of the state to the cash value of such property. This would in crease the amount of money which the department could loan to service men, but the exact amount of the increase was not immediately avail able. ' - Trial Set for Medford Youth Trial of Wayne Myron Goldschmidt, 18, of route 4, box 313, Medford, on charges of petty larceny has been set for March 18, at 9:30 a.m., according to district court records. Goldschmidt appeared with his attorney, O. H. Bengtson, Monday and pleaded innocent to the charges. Goldschmidt is charged with taking a hubcap from car belonging to Boyd E. Jones, Trail, on Feb. 5. The display in the window of the California Pa- Timber Sale Fund Budget Supported Portland - The Industrial Forestry association has plac ed its support behind the $2,- 800,000 budget increase "in timber sale funds for Forest Service. In a telegram to the house appropriations subcommittee, W. D. Hagenstem, the associa tion's executive vice presi dent, stated that the national forests of Oregon and Wash ington have two-fifths of the timber supply and that it was essential that their full allow able cut be sold each year. In addition to supporting the administration's increase for timber sales for next year, Hagenstein said that increased timber cutting of Forest Serv ice timber this year would re quire additional funds before July 1, 1959, if the Forest Service were to have enough manpower to prepare timber sales for next year. The association, a leading advocate for more than a dec ade for adequate funds for timber access roads in the na tional forests, also called- on the committee to appropriate the full $30,000,000 author ized for timber access roads for next year. SP 3-7325 Cartilage Graft' Helps Defective Joint in Knee Chicago-CScience Service) Cartilage has been successful ly transplanted to a needy area from elsewhere on an animal's body by two Tennes see surgeons. This may prove beneficial as a treatment for a condition known as osteochondritis dis secans. The doctors predicted that the use of cartilage grafts may avoid the development of arthritis in human patients suffering from this knee de fect. A few patients have been treated by the new grafting technique, but the number is too few and not enough time has elapsed to ; rovide much data. Early results are en couraging, however. This defect occurs when knee cartilage, the gristle or white substance attached to bone, splits and becomes a ioose body in the knee joint, Drs. David N. Hawkins . of Knoxville and R. A. Calan druccio of Memphis explain ed at the meeting of the American Academy of Ortho paedic Surgeons here. Joint Predisposed Without the cushioning ef fect of this cartilage, the weight-bearing knee joint is predisposed to degenerative arthritis. The surgeons transplanted a fresh eraft from elsewhere in a dog's body to its knee ioint. They also transplanted a frozen graft from another animal. Observations on the metab- olism and nutrition of the fresh graft led the surgeons to anticipate that this type ot tissue can survive transplant ing In contrast, all of the bone cartilage cells died that were frozen and grafted from another animal. The possibility remains they pointed out, that the cells did not survive the froz en state in which they were Dlaced after being removed from the donor animals. Circuit Court Judge Sentences Couple Barbara and Martin Fied ler, Grand hotel, Medford were sentenced Monday by Circuit Court Judge Edward Kelly on charge of contribut ing to the delinquency of a minor. Barbara Fiedler was sen tenced to one year in the Jackson county jail and Mar tin Fiedler to three years in the Oregon state penitentiary, The couple pleaded guilty to the charges Nov. 14 and was sent to the Oregon state hospital for examination. UNEMPLOYMENT SOARS London - (UPD The number of unemployed in Britain soared to 620,000 in January, Labor Minister Iain MacLeod told the House of Commons Tuesday. Medford Do Plants Think. Reason, See, Hear, Smell? Do plants have the power of reasoning and thinking? Do they feel pain when they are hurt? Have they got eyes with which they see? These are questions that most people think are pretty silly, and can all be answered negatively. But let's look at a few of the facts. There are some simple little experiments that you can do yourself that can make a great deal of difference in your thinking. Take for example a climb ing vine. As, soon as it gets its head above the ground it wants to climb upon a sup port. Soon its starts growing toward the nearest object that will offer that support. Place a pile of earth or some other obstacle between the plant and the object toward which it is growing, and erect a pole, or branch in the op posite direction and within plain sight of the little plant. Strong Thing " Within a few days a strange thing happens. The little vine has changed its course and is growing toward the new ob ject. Has it seen the new sup port, or what has happened? The common trumpet creeper vine will travel many yards to climb upon a dead tree or pole that is within sight of its present location. Many other vines do the same things Some thinking people be lieve a plants' desire to face the light is due to some sort of seeing arrangement. One of the first lessons any of us ever learned about plants was the plant's inclination to lean or grow toward the light. In fact, they actually strug gle violently toward the light source, even growing around corners or through holes or crevices. Some plant scientists think a plant's reaction in the case of an impending rain is due to a sense of smell. Some flow ers bow their heads a long time before the rain begins to fall. Some plants have what seems like a sense of smell, so finely developed that the blos som will close tightly of a particularly bad odor is con stantly present near them. Venus-Trap The venus-trap, a little plant that feeds entirely upon in sects that it traps, has reveal ed this psychic, or smell sense, very1" geographically. An in sect is pinned or fastened to a support a short distance away from the plant. Within a few hours the little plant turns toward the bait and later actually will lean over and try to enfold the bug with its sticky mouth. Drop a tiny pebble or other non-edible object in this plant and the flower immediately will close upon it. A moment later it will open and drop the stone out. Do the same thing with a small piece of meat and the flower again closes. But this time it hangs onto what its got. For some strange reason the plant knows which is food, and which is not. These few random exam ples of plant -behaviorism do not prbve whether a plant can see, or smell, or voluntarily move in any desired direc tion. They do not prove whether a plant has a nerv ous system or can respond to any outside stimuli. The one thing they do prove is that there are many things the hu man mind does not compre hend, and that there is a Power greater than any, or all of us, which controls' and di rects even the actions and destinies of all living things. You'll get extra nourishment and Major Crime Reports Show Decline in Month Major crime reports in Med ford last month totaled 91, a drop from December's 119 re ports, according to the city police monthly case record. The total was well above the 60 reports listed for Janu ary of last year. Violations of traffic and mptor vehicle laws totaled 477 last month compared to 269 in December and 441 a year ago. Police listed 21 burglary reports in January compared to 14 in December. But thefts involving more than $50 fell off from 14 in December to 9 last month, and thefts of less than $50 from 86 to 53. These figures all represent increases over the year before. Three Robberies Three robberies v and four auto thefts last month were gains over the one robbery and three auto thefts reported in December. . Forgery and counterfeiting cases increased from 1 in De cember to 11 last month, while embezzlement and fraud reports increased from 23 to 26. A total of 33 cases of drunk enness, 4 cases of disorderly conduct, and 3 cases of vag rancy were reported last month compared to 41, 6 and 9 the month before.
