SECTlOr 2. it is xne intention of the Council to assess the prop erty fronting on the street wherein said water main is laid as herein before last described its proportion ate share of so much of the cost thereof as equals the special bene fit which will result to said prop erty from the use of said water main as a lateral water main of such size as would be required to supply the property fronting on said street in case said water main was not so used and the Council has and does here determine that the sum of $2.35 per front foot is the amount of such special bene fit and the proportionate cost of such a lateral water main to such property as aforesaid and intends to assess said amount against such adjacent property on account there of.
