Senate Measures Relating To District Elections Introduced Salem-(UPfl-Six Senate bills relating to various district elections designed to gain ap proval of bond issues of such districts were introduced in the Senate Tuesday. Sen. Donald Husband (R Eugene) who with others sponsored the bill, said that when the new elections code was adopted in the 1957 ses sion a change was made in the manner of notifying vot ers of an impending election. However, the manner in which advertising was pre scribed for' primary and gen eral elections, Husband said, First National Directors Named Portland -EPD- Herman Oli ver, Grant county stockman and banker, and Thomas F. Sandoz, president of the Co lumbia River Packers asso ciation, were named directors of the First National Bank of Oregon afcan annual meeting here Tuesday of shareholders and directors. Oliver, the mayor of John Day, has been president and chairman of the board of the Grant county bank for many years and served 23 years with the State Board of Higher Education. Sandoz was elected presi dent of the packers associa tion in 1950 and is advisgr to a number of state, federal and international fisheries com missions. He also is chairman of the Columbia River Sal mon and Tuna Packers asso ciation. . did not cover advertising of elections for the districts. Amendment Prepared As a result, amendments were prepared providing that each district advertise in a newspaper of general circu lation in the district for two consecutive weeks and post three notices within the con fines of the district. Agencies affected by the amended bills are rural fire districts; port districts; water control districts; special road districts and peoples' utility districts. The Senate Judiciary Com mittee introduced a number of bills, one of which gives the State Supreme Court the power to promulgate rules to regulate pleadings, practice and procedures in all courts of the state. Court Inciease Asked A bill increasing the mem bership of the State Supreme Court from seven to nine members was in the judiciary package. Another bill gives the Supreme Court authority to appoint Circuit and retired judges as pro tem Supreme Court justices. As a means of speeding up disposal of court cases, the Judiciary Committee intro duced a bill requiring judges upon trial of an issue to pro ceed to write a written opin ion within 30 days after the submission of facts to the court. The same bill also provides that in criminal cases where a man is held to answer to a crime and no indictment is found against him within 60 days after his arrest, the court shall order dismissal of the case unless good cause can be shown to the contrary. Three bills making technic al changes in laws dealing with the public employees re tirement system were intro duced by Sen. Dan Thiel (D- Astoria at the request of the retirement system. School for New Congressmen Washington -UPD- Being a member of Congress is getting so complicated that House freshmen members this year are going to school to learn the trade. Much of the advice they are getting boils down to one word: Don't. Don't talk until you have something' to say. Don't try to make every cocktail party in town. Don't put your feet up on the seat of the fellow in front. Free advice for new mem bers of Congress has always been plentiful and often has been worth what it cost. The school is an innovation. Most of the students are ready to give it a cheer. Heretofore, first - termers, after kind words and a pat on the back from congressional leaders, have been left to sink or swim.. Longstreth, 38, Richmond, Ind., literary agent, is or dered extradited to Califor nia on charges of smuggling Caryl Chessman manuscript from San Quentin. Lakeview Man Is Bound Over to Jury Elmer Ward, Lakeview, was bound over to the grand jury Monday after appearing in district court on charges of assault with a dangerous weapon. He is being held on $1,500 bail. Ward waived making a statement and waived pre sentation of evidence on his own behalf. Ward is charged with inflicting an 8-inch wound on the shoulder of Dorsey Lewis, 17, .Lakeview, in Jacksonville Saturday, Jan. 10. Ward Cook (D-Portland), chairman of a Ways and Means subcommit tee, said Tuesday night the group is anxious to get quick action on a Centennial Com mission request for $2,046,000. The Commission wants the money to finance this year's Centennial. Cook, who pre sided at a hearing on the mat ter here, said "we want to take a constructive view and are not interested in anything but having a worthwhile cele bration - we are proud of our state - and we would like to see a 100-day program we can be proud of."
