the manner of notifying vot
ers of an impending election.
However, the manner in

School for New
Congressmen
Washington -UPD- Being a
member of Congress is getting
so complicated that House
freshmen members this year
are going to school to learn
the trade.
Much of the advice they
are getting boils down to one
word: Don't.
Don't talk until you have
something' to say. Don't try to
make every cocktail party in
town. Don't put your feet up
on the seat of the fellow in
front.
Free advice for new mem
bers of Congress has always
been plentiful and often has
been worth what it cost. The
school is an innovation.
Most of the students are ready
to give it a cheer.
Heretofore, first - termers,
after kind words and a pat on
the back from congressional
leaders, have been left to sink
or swim.. As a result even
some old-timers never have
learned anything more than
a legislative dog-paddle.
Among the instructors have
been Sens. Mike Monroney
(D-Okla.), Clair Engle (D
Calif.) and Eugene J. McCar
tney (D-Minn.).
