If any person claiming or as serting under, or by virtue of. any unpatented mining claim lo cated prior to July 23. 1955. any right or interest in the vegetative surface resources and other surface resouces as to the above-descibed lands or any part thereof, shall fail to file in the Land Office of the Bureau of Land Management at 809 N.E. Sixth Avenue, Portland 12. Section 4 provides, gen erally, that unpatented mining claims located after July 23. 1955. shall not be used for purposes other than mining or uses reason ably incident thereto: that such claims will be subject to the right of the United States to manage nd dispose of the vegetative sur face resources thereof and to manage other surface resources thereof: and that, except to the ex tent reauired for mining opera- -tinru and uses reasonably incident thereto or to provide clearance for such operations or uses, claimants of such claims shall not use or dis- rjose of vecetative or other re sources thereof: and that, except for clearance for such purposes, anv rjermitted severance or re moval must be In accordance with sound principles of forest manage ment.
