0 Brewery Named in Anti-Trust Suit Washington-l?&-The Justice Department has filed a suit to require Anheuser-Busch, Inc., of St. Louis to dispose of a Miami brewery on grounds its ownership of the plant tended toward mo nopoly. Anheuser-Busch bought the brewery last February from the American Brewing com pany. Kathleen Bash, Chmn., Bundy St., Medford Prince Philip To Visit Coal Mine Springhill, N.S.-fUPB-Rescue workers searching for the 49 miners still missing in a caved-in coal mine planned to take a precious few moments off today to show a royal visitor around the scene of the disaster. Prince Philip, who has been visiting in Ottawa, said he would cut short his stay, in the capital and fly by jet air liner to Springhill today to visit the pithead and to talk to survivors in the hospital. He planned to leave tonight for the flight back to London. Three teams of rescue spe cialists continued today the search for the missing miners, but hopes of finding any more survivors were slim. The Cumberland Railway and Coal company listed 32 known dead out of a total of 174 men who were in the mine when the earthquake like "bump" caused the cave in. A total of 93 men had been rescued. San Francisco Feels Earthquake San Francisco-(UPD-A fairly strong earthquake shook San Francisco and a 100 -mile stretch of the California coast Thursday, but caused no seri ous damage. Seismologists at the Univer sity of California Berkeley said the temblor lasted four minutes and recorded a mag nitude of 4.25 on the Richter scale. The earthquake which caus ed serious damage here on March 22, 1957, recorded 5.25, while a quake of 8:5 magni tude in 1906 resulted in the disastrous fire which partially destroyed the city. Thursday's temblor was felt as a single shock in some areas and as a rolling move ment in others. It was felt as a sharp jolt in the United Press Interna tional office on the sixth floor of the San Francisco News building in downtown San Francisco. Little Action Seen Forthcoming Soon On Big Labor's Campaign Expenditures 5 Lyle C. Wilson By LYLE C. WILSON UPI Correspondent Washington - (CPD - When the returns from next Tuesday's election are in, there is likely to be a lot of R e p u b lican talk but no action about Big Labor's campaign spending. Section 304 of the 1947 Taft - Hartley Act prohibit ed unions, banks and cor porations from making contributions or expenditures in connection with a federal election. Sec tion 304, although a part of the Taft-Hartley Act, actual ly was an amendment to a long standing statute, the Cor rupt Practices Act of 1907. Both labor and corpora tions, however, are spending in this campaign with con siderable freedom and liber ality, the sums being report ed and on record in the of fice of the clerk of the House of Representatives. If this seems to reflect a confused situation in which the known facts seem each to contradict the other that is correct. There is a confused situation which came about like this: Section 309 Attacked The 1 hottest, fastest and most successful labor chal lenge to the Taft-Hartley at;t was directed against Section 304. Malcolm C. Moos, who is now one of President Eisen hower's speech writers, ex plains the events leading up to the current confusion in a book, "A Grammar of Ameri can Politics," (Knopf), which Moos wrote jointly with Wil fred E. Binkley. Key word in the contro versy over Section 304, Moos relates, was the word "ex penditures." The section for bade both expenditures and contributi ons. Moos continued: "The inclusion of this-word (expenditures), according to union . arguments, . not only forbade making contributions but it" actually prohibited making any expenditures whatever. Under tljis inter pretations union spokesmen argued that the mere hiring of a hall to discuss politics, buying radio time to broad cast political views, printing or circulating a newspaper with a political opinion, and circulating handbills, were all barred by the world 'expendi tures.' " On such grounds CIO Presi dent Phillip Murray moved immediately after , the Taft- Tax Ruling Covers Worker Travel Costs Washington, D. C. By a recent ruling of the U. S. In ternal Revenue Service, vol unteer church workers who incur travel expense in con nection with their volunteer work may count it as a "con tribution" and deduct it for income tax purposes. The ruling states that "un reimbursed expenses directly connected with and solely at tributable to such voluntary services by the taxpayer to the church . . . shall constitute a contribution within mean ing of Section 170 of the In ternal Revenue Code of 1954." Among those who will bene fit are persons who do church calling. Taxpayers may avail themselves of the provision, however, only if the work is done regularly and is without compensation of any kind. Travel to and from church for the purpose of attending services is considered a per sonal expense and is not de ductible. Hartley Act was enacted to test the constitutionality of Section 304... Denney, county supervisor of the Farmers Home adminis tration for Josephine and Jackson counties, announced today. These loan types are classified as soil and water conservation and farm housing. The soil and water conser vation type loan may be made for both domestic and irriga tion improvements, establish ment of permanent seeding and drainage improvement. Association type of loans may be made to a group of farm ers who need funds for finan cing a water project for the mutual benefit of all. The farm-housing loans are available for making building improvements, on farm units. This may be either remodel ing or for the construction of new dwellings and outbuild ings, i Either of these two types of loans may be made on small farm units where the applicant is working off the farm. Payments are scheduled anually in amounts a borrow er can reasonably be expected to meet. Hunted Animals Fighting Back Knoxville, Tenn. (DTD The animals are fighting back in east Tennessee hunting grounds. In the Tellico National For est, King B'. Walker Jr., was hunting wild boars Thursday. The dogs jumped one and ran it back toward him. Walker fired at the gallop ing boar, but missed. The ani mal bowled him over, and 26 stitches were required to close tusk wounds. C. L. Hatmaker was after squirrels near Norris .Lake when a hawk with a four-foot wingspread swooped down and fastened its talons in his arm. Hatmaker had to kill the hawk to loosen its grip. He was treated for puncture wounds. TWA Machinists Set Strike Tonight Kansas City, Mo.-(DPD-About 6,700 employees threaten to strike tonight against Trans World Airlines, halting its in ternational operations. Cliff Miller, general chair man of District 142 , of the International Association of Machinists, said Thursday a "final" offer from 'TWA was completely unacceptable. Miller said TWA offered "substantially less than nec essary to bring the wages of our membership in line with skill and responsibility re quired by their jobs." He said the company has ignored a union request for revaluation of several work functions. The CIO candidate won. The Justice Department obtained a grand jury indictment of Murray and- the CIO. Major Question Bypassed . A U.S. District Court In March, 1948, declared the ex penditures part of Section 304 to be unconstitutional and the Supreme Court affirmed that ruling the following June. The suit against Murray and the CIO was dismissed. Neither court, however, pass ed on the larger question which Moos says was as fol lows: "Can labor unions contri bute funds directly to a politi cal campaign?" "Thus, Congress must still act," Moos believes, "to clear up the dilemma which the provision (section 304) has created. "The weight of public opinion appeared to be behind the judgment against Section 304, but the question of the right of a union to subsidize directly political parties in a campaign is. still far from settled and it promises to be a problem of continuing im portance' in - American poli tics." . It . is a problem, right enough. On a head-tax basis of six and one-half cents a month, as in Michigan, 15, 000,000 dues paying AFL-CIO members could betapped for nearly $12,000,000 a year, all available for political "ex penditure" if not for "contribution." They only smiled and said such things should not be discussed during a political campaign. Hatfield is Republi can candidate for governor in the Tuesday elections. First reports that Mrs. Hat field was pregnant came from persons connected with the Hatfield for governor committee. Kentucky was the 15th state admitted to the Union.
