Wtdwosa'av, October 72. 1958 School District Reorganization Committee to Draft Initial Plan The Jackson county school district reorganization com mittee will meet at 8 p.m. Monday, October 27, to start drafting a preliminary plan for district reorganization as required by state law, accord ing to Keith Hockersmith, committee cnairman. During the seven or eight meetings held previously the committee studied the prob lems involved in such district reorganization in Jackson county. It also contacted va rious communities and school boards to find out what they would want to do, Hocker smith said. So far the committee has encountered a number of dif ficulties. One is the transfer of property liable to debt re tirement of one district to an other. Brought to Attention A number of these prob lems were brought to the at tention of (he state legisla tive interim committee meet ing this summer. It is hoped the state legislature will re vise the new district reorgan ization law according to some of the proposals made, Hock- . ersmith said. Meeting the first of this month, the Jackson county committee learned that the requested extension of time for filing preliminary plans is not necessary at this time. No extension of time is neces sary prior to the March meet ing of the state board of edu cation, it was learned. Purpose of the law, accord ing to theory, is to give the school district residents mdre for their money by maintain ing school districts which are large enough, to provide a ifully-rounded educational pro gram, Hockersmith said. This would include all grades from "the first grade through senior year in high school. - Educators also feel that the j student who can stay in the ;ame school system or district ior his entire educational ca jeer will get more out of his "studies. This is contrasted to districts which must send pu pils to other districts for high ;school since some have no .high schools. .Transportation ; Transportation and commu iiication facilities are now modern enough to cover large districts. Some duplication ;also results when several small adjacent districts main tain their own school bus transportation. One district may send busses through an adjacent district to pick up pupils and the other district may do the same thing. Under consolidation of small adja cent school districts, this would be eliminated, he noted. To simplify and consolidate district organizations, the last legislature passed a law to set up a "system" for school re organization for the entire state. The new law seeks elimi nation of all "little" school districts by July d, 1962. By that time, legislators hope, every school district in Ore gon will have a high school. The law is not trying to close any schools, Hocker smith pointed out. It is mere ly trying to "set up administra tive1 units or systems which provide 12-year courses of study. The theory is that this will save money in supervis ing the districts and will im prove education in many small schools which now can not afford some of the more modern courses in education. Convention To Be Called The machinery for carrying out this program starts with calling a convention of school board members in each coun ty. The convention was to elect a "reorganization com mittee." (This was done a year ago in Jackson county and two meetings of the dis trict reorganization commit tee have been held since then). Next step is to begin studies on how the county's districts could best be reorganized so each would have the finan cial sources and could give each student a full program of education. Then a comprehensive plan for reorganization must be formulated. The preliminary plan must be ready within one year of the committee's appointment. Show Adequacy Such a plan must show ad equacy of the county's edu cation program in both the present and proposed sys tems, numbers of pupils, as sessed valuations, location, condition and future use of buildings and equipment; nat ural community areas; loca tions of roads -and natural boundaries; pupil transporta tion; geographic and economic conditions; other matters per taining to greater equaliza tion of educational opportuni ties and more efficient eco mical administration, and a more Equitable distribution of public school revenues. If 'the county does not come up with a plan, then the state will,set one up for it, accord ing to the new law. After the plan is prepared, the committee will hold pub lic hearings. The committee may then alter its plan. The plan must go to . the state board of education for study within 18 months after the committee's appointment. After studying the plan the state board of education may approve or suggest changes in the plan. After being ap proved, the plan will be re turned to the county. An elec tion then would be held with in 60 days of state approval to obtain the voters' backing. Majority of Votei A majority of votes may al low for adoption of the plan. However,' the votes of each present school district will be counted separately. If 60 per cent or more voters in any district vote "No," then re organization must be delayed 30 days. During that time an "anti reorganization" petition can be filed with the reorganiza tion committee. If such a pe tition is filed, another elec tion will have to be held with in 60 days. This election will be held only in the district or districts which turned down the plan in the first election, and which have filed opposi tion petitions. A simple majority in the second election may approve or defeat the plan, but only as it applies to that particular district. Could Order Election The state board of educa tion could order a third elec tion in the districts . which turned down the plan if the county as a whole favors it.' 1 If the county as a whole turns down the plan, or if a number of districts vote against it, the process is start ed from the beginning, Hock ersmith noted. Provisions have been made in the new law so that when two or more districts are con solidated, each of the districts will have equal representa tion on the school board for those districts. Theoretical advantages of this consolidation program are that it costs less to admin ister one large district than two or more small districts. Education would become standardized as a result of this reorganization, Hocker smith said. This would mean then that one district in the county would have the same educational advantages as another.
