Russian Official Possible Victim Of Plane Crash . London - (UPD - Conviction deepened here today that a high Soviet official may have been aboard the Soviet TU104 jet airliner which crashed'last Friday, killing the 65 passen gers and five or more crew men aboard. Radio Moscow'still has not amplified its Saturday state ment that all aboard were dead. But Radio Peiping said there were 65 passengers aboard, 16 of them Chinese Communist officials, and the remainder non-Chinese. Russia was silent on the identity of the victims, but the Soviet cabinet, in an un pjecedented move, decreed that a top level panel should investigate the crash at Ka nash, 360 miles east of Mos cow. The crash came during " a scheduled Peiping-Moscow flight. Western Speculation Because of the Soviet cabi net's intervention in the crash investigation and the almost unprecedented announcement , of the disaster, Western ex perts speculated that high Communist or foreign offic ials might be among the vic tims. Peiping named its 16 vic tims which included Ceng Chen-to. vice minister of cul tural affairs who was leading a cultural delegation of 10 to Afghanistan. It merely de scribed the others as "foreign friends" and "foreign ex perts." Official sources in Bonn and London said four West Germans and one Briton were aboard the aircraft. The Cam bodian Embassy in Tokyo said it had no knowledge of Moscow rumors the son of the Cambodian ambassador to Peiping was a passenger. Truman Blames 'Dulles' Policy New York -(UP&- Former President Harry S. Truman blamed "Dulles foreign pol icy" today for U. S. involve ment in the "little war" in Formosa Strait. Truman, en route to Penn sylvania, Delaware and Mas sachusetts for campaign talks told newsmen on his morning walk that the crisis in the Far East was a result of the Eisenhower administration's "surrender" in Korea. The Korean armistice was signed in 1953. "The chickens are just coming home to roost," Tru man said, adding that he had never kndwn a Communist to "tell the truth and stick to it." He said he was not sur prised by the Chinese abro gation of the cease fire. "Wasn't that what you ex pected?" he asked. The former chief executive said he had no solution to the China problem but thought it should be worked out in the United Nations "by argu ment." 4 Oregon Deer Hunters Missing By United Press International Four deer hunters .were re ported lost in Oregon today. He told friends over the week end that he is leaning hard toward the idea of mov ing back to his New Hamp shire farm, but has reached no final decision. Mrs. : Weeks, the former Jane Tompkins Rankin, has not been well lately and is said to favor leaving Wash ington. Weeks, 65, is one of the four remaining members of the original Eisenhower cabi net of 1953. The others are Agriculture Secretary Ezra Taft Benson, Secretary of State John Foster Dulles and Postmaster General Arthur E. Summerfield. vWeeks has said publicly that if he did not remain in office until the President's second term expiree in 1961, he would quit early enough to give his successor a chance to learn the job and make a record for himself. A new cabinet member cannot very well do that in much less than two years. Daily's U-Drive Medford Airport ICC Concerned Oyer Applications The Interstate Commerce commission has announced that few applications have been filed by those entitled to interstate motor operating rights authorizing transporta tion of frozen fruits, berries and vegetables and other commodities under the trans portation act of 1958. The commission expressed concern that many carriers entitled to rights may not be acquainted with the new stat ute and may lose their rights if they fail to apply for them on or before Dec. 10. The act provides "grand father" rights to those who were engaged in such- mo tor transportation on May 1, 1958, and continuously since, but to preserve the rights, an application for a certificate or permit must be filed. Copies of an information bulletin published by the commission and application forms may be obtained from the office of the bureau of motor carriers at 538 Pittock block, Portland 5, Ore.
