M.dfwi, Oregon, Frithy, October 16, 1938 Nlilltaiy Needs Barken Mopes for balanced (Budget Washington - (LTD - An an nouncement that the military services will be seeking in creased funds from the next Congress today dimmed hopes of moving back toward a bal anced budget. The Army, Navy and Air Force are preparing "target" budgets calling for a total of "somewhat more" than the $40,800,000,000 they now are scheduled to spend during the current fiscal year. Chehab Submits New Cabinet to Lebanon Factions Beirut, Lebanon-flJPD-Presi-dent Fuad Chehab submitted to Lebanon's warring factions today an emergency cabinet dominated by military men and career officials to halt the nation's quickening drift toward civil war. An announcement of the new cabinet, coupled with the resignation of the short-lived government of rebel leader Rashid Karami, was expected momentarily. To Go Ahead It appeared that Chehab was determined to go ahead with the changeover despite demonstrations among the country's old rebels against Karami's withdrawal. First the rebellion against former President Camille Chamoun, then the violent and bloody counter-reaction by the Chamounists against the new cabinet of former rebel supporters have kept Lebanon in a turmoil for near ly five months. It now appeared that Che hab, who as commanding gen eral of the nation's army had hesitated to put down the re bellion by force for fear of splitting the country, was ready to take drastic political action to bring an end to the civil strife. Daily Toll There has been a daily toll of dead and wounded, beaten and kidnaped, for the 17 days Chehab has been in office. U. S. Ambassador Robert McClintock saw Chehab again Thursday to discuss with drawal of the remainder of U. S. troops against a back ground of growing civil strife. The three U. S. military policemen whose Jeep was stopped by rebels Wednesday night were identified as Sgt. Paul B.arnes, Norwood, Ohio; Sgt. Kermit Poe, Charleston, W. Va., and SP4 Jesse Pres ton, Modesto, Calif. The three 45-caliber pistols taken from them have since been returned, a spokesman said. The announcement was made late Thursday by Act ing Defense Secretary JJon old A. Quarles. At a news con ference he blamed inflation and the necessity of pushing ahead with high priority missile projects for the rising budgets. At the present level of ex penditures, a federal deficit of $12,200,000,000 is expected this fiscal year. The business upturn, which is resulting in increased tax receipts, could reduce this deficit despite ris ing government costs. Quarles also revealed that, because of the Middle East and Far East crises, the mili tary services have found it impossible to "make any of the manpower reductions which were contemplated in Presi dent Eisenhower's budget sub mitted to the last Congress The services were scheduled to reduce from a total of 2, 600,000 men last June 30 to 2,225,000 on June 30, 1959. Instead, as of Sept. 1 they had increased slightly, toia total of 2,604,860 men in uniform. The spending figure for the current year is already more than a half billion dollars above the amount scheduled in the President's budget. In the current year, the Air Force is to spend just over $19 billion, while the Navy and Marine Corps get $11,500, 000,000 and the Army's funds total slightly more than $9 billion. Another $1,250,000, 000 is being spent by the De fense Department on joint ac tivities. . Midwest Gets Snow Flurries By United Press International Wintery winds of up to 45 miles an hour drove across the nation's midsection Fri day, dropping temperatures into the 20s and 30s and scat tering snow flurries. The cold Canadian air slammed into a flow of mild winds from the Gulf of Mex ico, erupting into a line of severe rain and wind storms. Two tornado funnels swirled over three south central Wis consin counties Thursday and threatening funnel clouds ac companied by "extremely high winds" hovered over much of Indiana. Earlier twisters raked Iowa and Missouri, killing a house wife. Hieh winds in northern Illinois caused one death when a tree " toppled ' onto a car. Gusty winds whipped the Dakotas and upper Mississip pi valley.
