12 MAIL TRIBUNE, Medford, Oregon, Wednesday, October 8, 1958 Meany Agrees To Arbitrate Tiff Snvolvinq Marine Grouo New York - 'I'PD - An event unprecedented in labor annals will take place Oct. 21 when AFL-CIO President George Meany begins arbitration of a contract dispute involving one o the labor organization's member unions. Meany has been agreed upon as arbitrator by the American Merchant Marine Institute, representing 20 ma jor steamship companies, and the Association ot Masters, Mates and Pilots, represent ing ships' officers. But no one could quite agree on the mo tives behind his selection. Ships' officers had been on strike six days and 50 Ameri can flagships were tied up in New York harbor when the Merchant Marine Institute not the union invited Meany to arbitrate and promised to abide by his decisions. He ac cepted, the union agreed, and the strike was called off Mon day night. The shipowners said the in vitation to Meany demonstrat ed their "good faith," but spokesmen for the union sus pect it as a publicity seeking move that backfired. "If I didn't think I could be neutral in this matter, I wouldn't have taken the job," he said. "It was a surprise, and a lot of people didn't take the Institute's invitation to me too seriously at first," Meany ad mitted. "But I decided to co operate if both sides -wanted me, and they did. I don't feel there's any particular honor in being selected for this job." The veteran labor leader said selection of a union big wig as arbitrator has never before occurred to his knowl edge, and he doesn't "antici pate it happening again." He described the East Coast ship officers' dispute as a "very particular situation." "Naturally I couldn't take the position of arbitrator in all types of strike negotia tions," he said. "And I prob ably wouldn't be asked to in many situations.' Capt. Floyd Gaskins, chair man of the union's negotiat ing committee, bluntly de scribed the Merchant Marine Institute's invitation to Meany as "a bunch of garbage just a means of getting a lot of publicity." Ralph E. Casey, president of the Merchant Marine Insti tute, said the invitation to Meany was extended as a dem onstration of management's good faith. He said Meany's acceptance would have "far- reaching consequences" on the whole shipping industry. BORED? Tennant, in the northern county of Sis kiyou, once was a logging town built by the Internation al Paper Co. As the timber thinned out, the place fell into disuse until the VFW bought it. California VFW Commander B. C. Hesser said practically all of the more than 150 cottages and other buildings are in good shape, requiring only a "general cleaning and painting." Leonia, N. J.-(UPD-Dr. Bert ram T. Butler, 86, retired col lege professor, died Monday in his home. Butler had been head of the Geology Depart ment : t City College of New York. Cyprus Conflict Due for Mediation Paris-OJPD-The United States and Italy were reported ready today to mediate the Cyprus conflict in a NATO-sponsored conference with Britain, Tur key and Greece. Reliable diplomatic sources said France also was invited to take part in the conference but would not accept the invi tation until all three princi pals to the dispute agreed to accept mediation. The sources that said NATO Secretary-General Paul-Henri Spaak suggested such a con ference at Tuesday's meeting of the NATO council and that full acceptance could come at today's meeting. The confer ence would be held in Paris with Spaak presiding. Nixon, its apparent author, at the throttle. Nixon planned to leave here by chartered plane for his sec ond stumping tour of the cur rent congressional campaign. He scheduled a three -day swing through Pennsylvania, Ohio and West Virginia dur ing which he was expected to hammer the new GOP party line: Thai election of more Democrats to Congress would be a step toward socialism. His first speech was slated for Philadelphia tonight at a testimonial dinner for retir ing Sen. Edward Martin (R. Pa.). Paying Dividends The new GOP "get tough" approach showed signs of pay ing dividends, at least in the public statements of Republi can leaders. House Republican Leader Joseph W. Martin Jr. (Mass.) told United Press Internation al today he now thinks Repub 1 i c a n s have a "fighting chance" to capture control of the House next month. Hith erto prevailing opinion among both Democrats and Republi cans has been that Democrats will keep control of both houses or even increase their majorities. Democrats had not official ly decided whether to answer the GOP "socialism" charge. The Democratic National com mittee thus far was advising of gutter campaigning." But ler lashed out at Nixon per sonally, asserting the vice president was "back in his old form as the leading advocate Hatfield Favors More Economy Milwaukie, Ore. - (UPD-Sec-retary of State Mark Hatfield, Republican candidate for gov ernor, Tuesday night called for more economy in state government .and repeated his previous charge that' . Gov. Robert D. Holmes has not "lived up to his oath of of fice." Hatfield, speaking at Mil waukie high school, said gov ernment cost can be cut by a revision of the state consti tution, by breater efficiency in state, operations and by ap pointment of qualified people to state positions. . Hatfield, continuing his at tack on Holmes on the "re spect for oath" issues, said it "strikes at the very heart of our form of government." He said the governor's pub lic statement last week "that he would not, as required by law, visit state institutions be cause he did not agree with the law and because he had other things to do is almost unbelievable." Butler accused both Presi dent Eisenhower and Nixon of trying to "throttle" all crit icism of administration Far East policy. He said that this showed -"how desperately the administration now considers its deteriorating situation as regards both the offshore islands and the Republican prospects in the election." GOP Chairman Meade Al corn fired a statement accus ing the Democrats of taking a "position of appeasement" on the Formosa issue. He re leased a Republican pam phlet charging the Democrats with involvement in three wars, agreeing to "some of the biggest giveaway deals in his tory at foreign conference ta bles" and declaring: "During Democrat adminis trations, world Communism has made its greatest gains." TEEN-AGE REALTOR ' Buffalo, N.Y. -(UPD- Roberta M. Neldenger, 14, has quali fied to become perhaps the youngest real estate sales woman in the country. The teen-ager took the state test for the job and passed it with flying colors. Roberta's fa ther, Edwin J. Neldenger, is a real estate broker and, an appraiser for the State Board of Equalization and Assess ment. Her mother is a li censed real estate sales woman. Mrs. Neldenger said her husband insisted Roberta could take the test under the state rules since the law didn't specify any minimum age. So she did and passed. Four Reach Safety As Train Hits Car Eugene -(UPD- A Creswell mother and her three daugh ters scrambled to -safety on Tuesday when their car stall ed on railroad tracks about one mile - south of Creswell and was struck by a north bound Southern Pacific freight train. Mrs. Delmer Hicks and two of the girls, Virginia, 14, and Ellene, 11, escaped unhurt. Carol Ann Hicks, 9, suffered cuts and bruises on her knees while getting out of the auto. Mrs. Hicks said she was taking the girls to school as the auto stalled on the tracks just after 8 a.m. She said she saw the train approach, waved her arms to try to flag it down and then hustled the girls out of the car. The impact knocked the auto about 50 feet where it struck a light pole and top pled into a ditch. A crumpled can of red paint that had been in the trunk of the car caused alarm to the first people on the scene because they said it appeared the Hicks were covered with blood. It was paint. Wheat Contract Signed With India Pendleton -UPD- The U.S. Agriculture Department this week signed a contract to de liver more than 100 million : bushels of wheat to India and 1 more than 22 million bushels ! of the 'order are expected to j be shipped from the Pacific Northwest, according to Dick Baum, administrator of the j Oregon Wheat Commission. !
