Thursday, September IS, 1951 two-thirds of the dynamite failed to explode. Smith and one guard suffered minor cuts and bruises. Smith said three charges containing a total of 27 sticks of dynamite were placed under a small frame building housing officers and staff sleeping quarters at the maxi mum security center. The 15 members of the staff gathered for an after breakfast conference when one charge exploded, ripping a five-foot hole in the floor and driving boards through the ceiling. Detectrves traced wires from the dynamite to the in- niaics' dormitory, and five in mates were .transferred to Kilo jail for questioning. I Farmer Who Raised Too Much Wheat To Get Tractors Back Fort Wayne, Ind. - (UPD -A federal judge has ordered the government to give n Indiana farmer his two trac tors back. But the farmer may not get to keep them very long. The government originally seized the tractors of Ethan Stangland, of Noble county, as a penalty for growing too much wheat. The government also seized Strangland's $9.75 bank ac count, and it was this action that led to the legal techni cality under which the farm er got a new lease on his trac tors. 'Multiple Liability Judge Robert A. Grant ruled Wednesday the attach ment of the tractors was faulty because it subjected Stangland to "multiple lia bility." The judge said the writ of seizure for the trac tors was issued without men tioning the amount taken from the bank account. However, Grant did not rule that the government's seizure of the property was wrong, thereby putting Stang land's tractors in jeopardy again. Stangland refused to pay, and over the years mounting in terest levies boosted tht total to nearly $600. Last May, the government seized Stangland s bank ac count and then his tractors. Stangland's attorney, Clif ford E. Simon Jr., argued the federal writ of seizure should be quashed because the gov ernment has only the right to place a lien on the wheat pro duced on acres beyond the allotment. Grant did not rule on this argument. Arguing for Right Earlier, Stangland took the case to court in a test of the government's right to set acreage allotments. He said then he was arguing for the "right" of the farmer to "raise what he pleases," and argued he never voted for wheat allotments and the gov ernment could not tell him what to raise.
