Johnson, even though its campaigners may sound like they are running against Harry Truman. Wal ter Reuther or Orval Faubus. As Democratic leader of the Senate, Johnson has done more than any other individ ual to write the record of his party during the first 19 months of the Eisenhower ad ministration. To his critics, he is a slick operator, a southern New Dealer too free with the tax payers' money, or an unprin cipled compromiser too will ing to go along with fellow Democrats from the South. To his admirers, he is a peerless strategist, a worker of legislative miracles, or even the greatest congression al leader in the history of the Republic. B since Franklin D. Roosevelt. It was Johnson who rode into town after sputnik last fall to flick a whip at the administration in the race for control of space. It was Johnson who seized the initia tive last winter to turn con gressional attention to the business recession and to mould a program of the type he thought was needed to deal with it. And it was Johnson who led the Senate to an almost unanimous vote for a labor reform bill which the labor movement could swallow, but which died in the House. Sens. John F. Kennedy (D Mass.) and Irving M. Ives (R N.Y.) wrote the bill but John son got it passed. His footwork on the labor bill was similar to that he displayed last year in getting the Senate to pass a Civil Rights bill for the first time since the reconstruction era. The Johnson legislative program also has been tai lored to provide help for Democrats running for Con gress this fall. ' In mid-term elections when the White House is not at stake, state and regional issues have more impact than national issues on the results. Little Partisanship While developing a pro gram that he thought was good for Democrats, he re frained from partisan shots at trte Republican administra tion, particularly on foreign policy or defense issues. When he was elected to the leadershio job- six years ago. he repudiated the doctrine of the late senate GOP leader Robert A. Taft that the busi ness of the opposition party is to oppose. Teamed with his fellow Texan, Speaker Sam Ray burn. Johnson led Congres sional Democrats in making a record which enabled them to regain control of Congress in 1954. They retained control in the 1956 elections in the face of President Eisenhow er's landslide reelection and expect to enlarge their slen der majorities next Nov. 4. As a dominant figure in his party. Johnson is viewed as a possible contender for the Presidency. But, as Taft learned, political parties do not often turn to their party symbols in Congress for pres idential nominees. Reduced Payrolls Seen If Freight Rates Continue High If southern Oregon lumber; men have to continue to pay j a lumber freight rate higher than that paid by northern California lumber shippers, production and payrolls in this area will be greatly re duced, according to a local mill executive. In 1956 Oregon lumbermen shipping into California were paying approximately S135 per car more than were Cali-; fornia lumbermen shipping within the state. '-'This re sulted in more than a million dollar loss, absorbed by mills in Oregon," Russell Hogue, vice-president and general sales manager for Medford Corporation said Monday. Hogue was discussing past and current developments in rail rates on -lumber at the weekly Jackson County Cham ber of Commerce roundtable luncheon at the Jackson hotel. Disparity in Rates There has been a disparity in rates paid by southern Ore gon lumbermen and northern California lumbermen ship ping to southern 'California since 1952, the speaker noted. The problem, he said, is that the Interstate Commerce Com mission sets freight rates for interstate shipping and gener ally the state Public Utilities Commission sets intrastate freight rates. In 1952 the Southern Pacific railroad reduced its rates to northern California lumber shippers by 9 per cent. Sub sequently, from 1954 to 1957 the Interstate Commerce Com mission approved three gen eral rate increases dealing with shipping between Oregon Medford Youth III In Paris Hospital Walter H. Knight, 20-year-old son of Mr. and Mrs. H. F. Knight, 452 Fairmont st. Med ford, is reported seriously ill with typhoid fever in Paris, France. The patient was attending school in Paris during the past year under an exchange program with v Lewis and Clark college, Portland, where he was a student in 1956-57. Knight was graduat ed from Medford High school in 1956. Persons wishing to write him should address letters to American Hospital, Room 43, Paris, France. Ex-Medford Woman Dies in Eugene Mrs. Corabelle Goodman, formerly of Medford, died at her home in Eugene Sunday. Mrs. Goodman and her hus band, Duane, had lived in Medford for many years be fore they moved to Euegne last summer. Mrs. Goodman is survived by her husband, and a son, Richard, who is stationed in Boston, Mass., with the Army. Funeral services will , be held Wednesday at 10:30 a.m. in the Pool-Larson chapel, Eu gene. Hearings Scheduled On Wilderness Bill Washington-fUPD-Sen. Rich ard L. Neuberger (D.-Ore.) announced today that a spe cial Senate interior subcom mittee will hold hearings on a wilderness area preserva tion bill at Bend, Ore., on Nov. 7, at an Francisco on Nov. 10, and at Salt Lake City on Nov. 12. Under the bill, introduced by Sen. Hubert H. Humphrey (D.-Minn.) and co-sponsored by Neuberger, existing wil derness areas would be given permanent status. It also would provide procedures for establishing similar regions in national forest areas in the future. Kaiser Declares Quarterly Dividend San Francisco (LTD The Board of Directors of Kaiser Steel Corporation has de clared the regular quarterly dividend of 36V2 cents per share on preferred stock and S1.433,i per share "on the accu mulative convertible prefer ence stock. Both dividends are payable Sept. 30 to stockholders of record at the close of business Sept. 12. The reduction in loss was attributed to lower pro duction. Current Hearings The current Interstate Com merce hearings in San Fran cisco and Portland in which the Southern Pacific railroad is attempting to get a freight reduction resulted from an agreement between the rail road and Oregon lumbermen in late 1956, Hogue said. The Southern Pacific has requested the rate reduction so it can compete with other lumber shippers, he noted. However, the northern' Cali fornia lumbermen are fighting the reduction because they don't want to let go of the "bonanza dropped in their j laps. Results of the hearings will have a "tremendous effect in this area as far as winter em ployment is concerned," Hogue predicted. If the reduc tion is approved it will reduce shipping costs to southern Ore gon lumbermen by $240 per car and will save them more than two million dollars per year. Next Roundtable The next roundtable lunch eon will be Monday, Sept. 8, at which time Frank Van Dyke, local attorney and head of the chamber of commerce public affairs division, will discuss the chamber's business-education day. B-E day is scheduled for Sept. 11 and is designed to ac quaint teachers and local bus inessmen with the problems each is confronted with. On Sept. 11 about 260 Medford teachers will visit various of fices, shops, and plants in the area to learn the problems of the businessmen. In Novem ber the businessmen are to visit the schools to note the problems involved in running a school. Chamber Manager Don Mc Neil said that the organization plans to make the visits a yearly affair as another pro gram for bringing the com munity closer together.
