16 MAIL TRIBUNE, Medfori, Oregon, Thuraday, Auguif 7, 1938 Dairy Advisory Group Suggest Law Revisions Salem The state depart ment of agriculture's dairy re lations advisory committee agreed that a number of changes are needed in Ore gon's dairy laws at a meeting held last week in Salem. Committee members felt that the present definition of milk under the fluid milk act is inadequate and should be amended. They also agreed that changes in the law are needed to enable the depart ment to set up standards of identity,' including labeling requirements, for milk products-Changes in the Oregon breed law submitted by repre sentatives of the dairy breed association were approved with minor clarifications. Basically, the recommend ed revisions call for a new standard of identification for breed herds, and licensing of producers and distributors using the breed name in the sale of their products. To meet increasing costs for in spection of ice cream and froz en desserts, members suggest ed licenses should be raised to S25 for the first freezer and S5 for each additional freezer head on the wholesale level, and a $10 fee plus $2.50 for each additional freezer head on the retail level. Tank Sampling Proposed A proposed bill which would allow farm milk tank truck drivers to sample milk for bacteriological analysis by the department was unani mously approved. Drafted by the department, the bill stipu lates that each applicant for a farm milk tank sampler's li cense must pass a written ex amination. Standards of pro cedure and acceptable types of equipment would be estab lished by regulations. The committee recommend ed that the department draft a bill which would make it illegal to haul milk in bulk containers unless the equip ment and procedures con- WITH HI lis?! Mexico Railway Strike Settled Mexico City (UPD Mex ico's nationalized railway sys tem swung back toward nor mal today following settle ment of a wildcat strike which had paralyzed rail service for five days. O HOLSUM UNIFIED IAKERS Acquittal of Arthur Miller on Contempt Ordered Washington (UPD The U.S. Court of Appeals today or dered that playwright Arthur Miller be acquitted of con tempt of Congress , charges arising from his appearance before the House Committee on Un-American activities in 1956. Miller is the husband of actress Marilyn Monroe. The 42-year-old dramatist, winner of a Pulitzer prize for his play "Death of a Sales man," was convicted two years ago for refusing to name persons present with him at a 1947 meeting of writ ers alleged to have Commu nist connections. Not Informer Miller testified freely as to his own activities but insisted that his conscience would not allow him to be an informer on others. He did not invoke the Fifth Amendment. Today's brief, unsigned opinion said that, according to the record. Miller urged the committee chairman not to press him for an answer about the 1947 meeting and requested that the answer be deferred until a later' time. The chairman agreed, the opinion said. Shortly thereafter, the opin ion continued, the hearing ended "without any unequi vocally renewed direction or command to answer the "sus pended" question." Didn't Adhere lo Rule Thus the committee did not adhere to the rule laid down by the Supreme Court in the 1955 Quinn case "that it be brought home to the witness that he risks the penalties of contempt if he refuses to an swer the question," the opin ion said. "We need not speculate why the question was not renewed before closing the hearing," the court said. "It is enough that on the whole record it seems clear that Miller had a right to leave the hearing thinking that the direction to answer was still suspended, if not abandoned," the opinion said. The ruling was made by the entire nine-judge bench of the court. Portland Boy Hurt In Diving Mishap Portland (UPD Gerald Warnstaff, 13-year-old Port land boy was reported in ser ious condition last night at Portland's Good Samaritan hospital from injuries suffer ed in a swimming accident. The youth was diving in shallow water at Hardtack Island in the Willamette river Wednesday afternoon when he struck bottom, fracturing his neck. Hospital attendants said last night the boy was re sponding "satisfactorily" to treatment. -- . , The boy's mother, Mrs. El vira Warnstaff of Portland, was called to the scene and rode to the hospital with the boy. Police Harbor Patrol re moved the boy from the island to the Totem Pole Marina at S.W. Macadam ave nue. Millionaire Faces Molesting Charges Los Angeles (UPD Wealthy John Cabell (Bunny) Breckin ridge, 57, heir to the Corn stock Lode fortune of pioneer Sen. William Sharon, today faced charges of conspiracy and child molesting. The millionaire San Fran cisco resident, great-grandson of former vice president John C. Breckinridge, was arrested with three other men Wednes day, arraigned on the charges and held in lieu of $25,000 bond. Authorities accused the four of taking two boys, aged 11 and 13, to various California resorts and Las Vegas, Nev., for immoral purposes. More arrests .were expected. The three arrested with Breckinridge were identified as. Cecil Mahaffey, 22, Holly wood; Thomas H. Jordan, 25, New York and Ross Wilson, 22, Hollywood.
