Hans Dahms, 24, and Wil lie Sahlmann, 26, Vancouver, B.C., were rescued yesterday morning. Ropes were lowered to them from above and res cuers helped them down the steep cliff at Cape Lookout state park near here. Military Wasie Cited as Request For Funds Pared Washington (UPD The House Appropriations Com mittee today chopped request ed military construction funds by 29 per cent, blasting the services' waste and bad plan ning. It said that only work "clearly essential" to defense can be allowed to proceed in these critical times. Military Assailed The committee, in a report tot the House, said the mili tary was closing some usable bases while building others, sometimes without knowledge of the duplication and some times because each branch of the service insisted on having its own installation. It assailed the Defense De partment for approving proj ects which, while desirable, "are certainly not essential to the national defense. It charged that military planners developed new weap on svstems without proper consideration for the instal lation required for their use, and that they rush to Con gress belatedly with construc tion plans which in "all too many instances constitute merely a dream. Construction Rejected For this reason, some con struction work geared to new weapons was rejected, the committee said. The committee levelled its barrage of criticism in rec ommending to the House a $1,218,814,000 money meas ure to cover costs of military base building and other de fense construction in the 12 months that began July 1. President Eisenhower had asked for $1,730,653,000. Thus the cut came to $511,838,000 Carpenters File Suit Against AGC Grange News...
