All chromium ferroalloys purchased by the government shall be placed in a stabiliza tion stockpile to be released only when such materials are in short supply in the United States. This would be determ ined by the secretary of the interior following consulta tions with representatives of domestic industries producing and consuming ferrochrom ium alloys. To Meet Deficiencies Materials released from the stabilization stockpile shall be sold by the secretary only to meet deficiencies in the cur rent use requirements of do mestic industry or agencies of the Federal government, the bill proposes. Such sales shall be made to domestic consum ers and producers, and to es tablished independent dealers and distributors dealing pri marily in materials produced in the United States and to agencies of the federal gov ernment, according to the pro visions of the bill. None of this material shall be sold for export or for use in materials intended primarily for export, according to Manley. Priority shall be given to applications for material in tended primarily for direct or indirect relief of small busi- "Chrome owners should not get their hopes too high over House Bill 13280," Manley said. "It does not offer an easy solution to the chrome prob lem. Much hard work will be required to make it success ful. The bill is the best, how ever, we have been able to obtain and it does represent new and constructive think ing." To Aid Taxpayer The bill will prevent price gouging of the manufacturer when the metal gets in short supply. It will ultimately aid the consumer-taxpayer, Man ley pointed out. Previously, in June of 1957 Secretary of the Interior Fred Seaton introduced a bill call ing for a bonus payment of $21 a ton upon sale of ore to industry. The bonus payment was later revised to S35 a ton. Mrs. Levant said she threw a shoe at her husband, but that's all. Social Security Increase Predicted Newark, N. J. (UPD U. S.; Rep. Robert W.. Kean- (R- N.J.) predicted Sunday night that Congress would shortly pass a bill providing for "moderate increases in Social Security benefits." Kean forecast that: The House would vote to increase maximum family So cial Security benefit pay ments for widows with chil dren. Such payments are now limited to $200 a month. The House would amend the Social Security Act to au thorize Congress to increase appropriations for matching" grants to states for programs of maternal and child health services and for other child welfare services. Ranch Hand Killed By Shotgun Blast . . Cathlamet, Wash. (UPD A 40-year-old Grays river ranch hand, Donald E. Lynch, died within minutes Sunday afternoon after being wound ed by a blast from a 12-gauge shotgun on a ranch, accord ing to Wahkiakum County Prosecutor Alf Jacobsen. Jacobsen said a woman who also lives on the ranch, Blanche Parker, 46, was be ing held in connection with the fatal shooting. FAIR PROPOSITION Toledo, 111. Senate Bill 3600 introduced early this year by Sens. Rich ard Neuberger and Wayne Morse of Oregon was amend ed to include chrome. How ever, this has not yet met with favor from the interior com mittee or the administration, Manley said. Senate Bill 3816 was intro duced by Sen. James E. Mur ray, Montana. It provides for a bonus payment of $46 a ton upon sale to industry. How ever, this bill is considered ! impractical, Manley said. The delegation consisted of Hollis M. Dole, head of the Oregon state department of geology and mineral indus tries, Joe Holman, chrome producer from San Luis Obis po, Calif., and William Gard ner, chrome producer from John Day and Manley.
