The Council of Ministers approved a draft law sub mitted by the Education Min istry halting salaries of facul ty members and employees "not rendering" services" at any state-supported university whose activities are paralyzed. The law must be ratified by J Congress and signed by Ba tista before becoming effec tive. Physician Dies as Auto Rams Train ' ; . Michigan City. Ind. (UPI) A Michigan City physician was killed Wednesday when his car hit a New York Cen tral passenger train. Killed was Dr. Robert J. Ballard, a 1942 graduate of Indiana University.
