Council on Aging
To Meet Thursday
The bi-monthly meeting of
the Rogue Valley Council on
Aging will be held Thursday,
May 15, at 3 p.m. in the Red
Cross auditorium. Frank
Glonning, chairman, and the
members of the steering com
mittee will present a set of
bylaws to the group for con
sideration.
Interested men and women
in the county are invited to
attend the meetings held the
first and third Thursday aft
ernoons from 3 until 5 p.m.
Recently the council sent a
statement of the organiza
tion's purpose to all clubs and
churches and individuals in
the county inviting new mem
bers to cooperate with the
council in planning activities
for both able-bodied and sick
retired men and women.
The council mentioned that
both men and women are
needed to donate a half day
a week as friendly visitors in
nursing homes or to take en
tertainment to the homes. It
was also mentioned that per
sons were needed to take old
er persons for rides around
the valley.

include planning a housing
project for low income elder
ly couples, health committee,
employment and education
problems, and the establish
ing of recreation clubs.
Redmond Tot Killed

new public relations program,
and a preview of the fall pub
licity program, , promoting
the UMC campaign.
Larry Horton, a California
Oregon Power company, elec
trical engineer, recently was
named UMC public relations
chairman. Horton served as
publicity chairman for the"
last year's UMC campaign.
The public relations commit
tee will function on a year
around basis in cooperation
with agency representatives
in the future.

the UMC slide film lecture in
connection with talks to civic
clubs, employee groups, and
at UMC solicitor's briefing
sessions prior to the cam
paign kick-off which is plan
ned for mid-September.
Pendleton Man Plans
48-Unit 'Motor Hotel'
Pendleton OF) Morris
Temple, owner of the Pendle-
ton-Temple hotel, announced
today the proposed construc
tion of a $240,000 "motor ho
tel" of 48 units at the west
end of Pendleton on Highway
30 and the airport road.
Survey of 1954
Graduates Made
Salem HP) A statewide
follow-up survey of 1954 Ore
gon high school graduates
showed that 37 per cent of
them went on to institutions
of higher learning.
The study was conducted by
the state division of vocation
al education.
A total of 11,116 graduates
of 84 per cent of the state
graduating class, was fol
lowed by the study.
Another 12 per cent of the
graduates went on to non
degree granting institutions
such as business schools and
vocational-technical schools.
About 42 per cent of the
boys have completed or are
completing their active mili
tary service, the survey
showed. Sixty-six per cent of
the girls and 35 per cent of
the boys are married and
have one to four children.
More than half the students
who listed present jobs were
employed in. the county in
which they graduated and
about 22 per cent of them
had clerical jobs.
Portland Youth
Gets Five Years
Baker (IP) Jack Norman
Gibb, 18, Portland, has been
sentenced to five years in the
state penitentiary for his part
in a flight from the Ana
cortes, Wash., jail during
which an Oregon state patrol
car was stolen by him and
Wesley Earl Davis. 30. also of
Portland.
Circuit Judge M. A. Biggs
of Malheur county pronounced
the five-year sentence on
recommendation of Baker
County District Attorney Jeff
Himmslebach. Also at the dis
trict attorney's recommenda
tion, an indictment charging
Gibb with armed robbery in
connection with the theft of
the state police car near Ar
lington, Ore., was withdrawn.
Davis, who had a record.
earlier was sentenced to life
imprisonment.

People of
Jackson County

Dear Friends:
Your County Clerk has been too busy getting every thing organ
ized so that you will be able to vote for the Candidates of your choice
on May 16th to do anything about campaigning for reelection on her
own behalf. .
As you know, the whole responsibility for -.handling the primary
and general elections was turned over to the County Clerk's office at
the last session of the legislature. In addition to making required pre
cinct boundary changes, and notifying some 7500 voters of those
changes, we have accomplished most of the following in the past
thirty days: t
Processed approximately 4000 deadline voters registrations; I.e.
registered, checked signatures, addresses and precinct locations; made
addressograph plates for them, proof read and filed the plates in alpha
betical order by precinct and the registration cards in alphabetical order
in the master file!
Selected and notified all elecion board officials for 106 precincts.
Located polling places for every precinct. I have personally,
checked every one of them to be sure they were well ligKted, com
fortable and accessible. I have arranged for proper rooms for .all
counting boards and arranged to have a proper number of poll booths,
chairs and tables delivered to each precinct and set up for the boards.
We have prepared the ballots for the printers, determined the
number of absentee and official ballots required for each precinct and
arranged for rotation of all candidates names on the ballots so each
wijl receive an equal opportunity for consideration.
We have addressed over 33,000 vtoers pamphlets, prepared
numerous lists of .voters for candidates, run the poll books on the
addressograph and assembled them, made precinct maps, and assem
bled all other necessary election supplies; packed pouches for each
board and arranged for delivery to the chairmen of the Boards.
We have conducted eighteen schools of instruction for election
boards throughout the county and answered hundreds of telephone
calls.
In addition we have had to check initiative petitions which con
tained over 3600 names. All in a thirty day period!
Please consider the following a personal report to each of you.
I have been your County Clerk since August 1953. Since that
time the population of Jackson County has increased by approximately
12,000 people. Every increase in the population or change in the
economy is reflected in the County Clerks office in one way or another.
Each year new services are demanded of our office either thru court
order or by legislative action. There are now two Circuit Courts for
which we furnish clerical service and handle all records. $58,091 was
budgeted to operate the Clerk's office for the fiscal year 195354 or
approximately 95c per capita. We are operating during this present
fiscal year (based on the increased population) on 91c per capita, the
budget amounting to $66,038.80. We, have added only one deputy
during the five years 1 have served, despite the tremendous increase
in our work load. . "
This has been accomplished thru a planned reorganization of the
operation of the several departments, a fair redistribtuion of the work
load, and relocation of desks, files and equipemnt to eliminate un
necessary steps and motions. .
New methods have been adopted and modern equipment and
machines have been installed wherever a careful survey and study of
a given operation has indicated a better job could be "accomplished in
shorter time by such an installation. Upon my recommendation in 1956,
we equipped the accounting department with a National Cash Register
Bookkeeping machine which has resulted in a saving of many man
hours.
A $400.00 Verifax copying machine purchased in 1954 accom
plishes the work required of one deputy to produce the same results
on a typewriter, a net saving to the county since 1 954 of approximate
ly $12,000, in saved clerical time. .
My recommendation and the subsequent adoption of a modern
system for handling the receipts, reports, and indexing the cases
handled in the District Court has resulted in a more efficient service
to the Court as well as' a considerable saving in man hours in that
department. . y
A demonstrable saving has been made in the handling of regis
tration records and in the cost of preparing "poll books and other voter
lists for elections. Approximately $1000.00 per election has been
saved since the installation ,of the addressograph has eliminated the
typing of poll books.
Many records which were being typed when I took office are
now being microfilmed; adoptions, juvenile records, assumed names,
marriage records, and many others. By microfilming the commissioners
journal the cost of typing and proof reading has been eliminated and
has resulted in a saving of approximately $1000.00 per year in clerical
time. We have saved about $4000.00 in the past 4 years on that one
item alone, based on man hours required under the old typing system.
A monthly inventory of all supplies and an alert knowledge of
prices and quality, quantity purchasing and careful shopping has in
sured against waste or over supply. ,
As an employer, I have endeavored to maintain proper working
conditions with careful consideration for the comfort and well being
of all employees; furnished good tools and equipment to work with
and I have consistently recommended that salaries be adjusted to fairly
compensate all employees.
I have recommended to the 1958-59 Budget Committee the pur
chase of a Remittance Control Machine to make it possible for all cash
received to be processed through a central cashier thus placing the
responsibility for the handling of all moneys in the hands of one indi-
vidual.
This machine would eliminate the typing of the fee book and
would assure a saving of many man hours.
I hope to see this accomplished during the next fiscal year.
I am volunteering to serve Jackson County another four years
because I feel responsible for a continuation of sound administration
in the County Clerk's office. I solicit the support of all Republican
