By HENRY SHAPIRO Uniled Press Correspondent Moscow IP) The inter service rivalries between the armed forces characteristic of America are virtually non existent in Russia. There are two main reasons: 1. There is a truly unified military command. 1 2. Final absolute power rests in the Communist party. "From the very foundation of the Red Army in 1918, the Communist party has con trolled and directed the armed services and has not permitted emergence of a professional soldier class which might claim independent political i power. It was true under Lenin and it -is true under Khrush chev. Until Marshal Georgi Zhu kov became defense minister, top command of the unified armed services had been held by a soldier whose back ground actually was heavier in party and government service. And the ease with which Zhukov was removed on charges he had challenged the party's absolute control underlies that Russia's lead ers can and intend to keep it that way. The Soviet Union lacks a constitution commander - in -chief such as the American president. It was only during World War II when Stalin as sumed the title, "supreme commanded-in-chief," that authority was vested in one man. Now the command is collec tive the Presidium of the Supreme Soviet (Parliament) of the USSR. And due to the parallel state and party struc tures with ultimate authority in the party, it is the Central Committee of the Communist party which has decisive con trol of the military. Nikita Khrushchev holds no formal military post what soever. But as party chief re sponsible for the conduct of all Soviet affairs, he naturally exercises considerable author ity in iiiilitary affairs. The top man in the military establishment now is Marshal Rodiori Malinovsky who re placed Zhukov as defense minister. Malinovsky is re sponsible to Premier Bulganin who, in turn, is responsible to the Supreme Soviet and the Communist party. Much of Russia's missile re search was done by the "Acad emy of Artillery Sciences" as well as the air force and naval scientific research institutes. Names of the top research directors have not been made public. If Russia does have one su- j cabinet which in turn submits preme missile chief, I do not it to the Supreme Soviet. (International) New Jersey Man's Slaying of 13 Worst in Recent History Deserter Committed To State Hospital Richland (IP Barney E. Blackwell, 36, who was charged with desertion and non-support after a three months' absence, has been tftdered commited to Eastern State Hospital at Medical Lake. The order was issued after a sanity hearing here Tues day. Blackwell disappeared from a family picnic last Aug ust and turned up in Tennes see in December, claiming he was the victim of amnesia. He later admitted the story was a hoax and pleaded guilty to the desertion and non-support charges. He faces sen tencing on these charges after his release from Eastern State. By UNITED PRESS The worst one-man massa cre in recent criminal history occurred in the streets and shops of a Camden, N. J., neighborhood in 10 minutes one hot September day in 1949. Howard Unruh, 28, a "mod el" young man, killed 13 per sons ranging from a 3-year- old child to a 60-year-old grandmother and surrendered without a fight because don't have anything against the police." He had shot three other persons, who recovered from their wounds. Killed To Get Even Unruh, who apparently plotted the slayings to get even for" a series of petty grievances against his neigh bors, was declared insane and committed to a hospital for the criminally insane. In another recent mass murder spree, in 1953, a young Marine, accompanied by a teen-age girl friend, killed five persons in a cross-country crime wave that started near Rochester, N. Y., and got the couple as far as Dubugue, Iowa. Fred E. McManus, 18, AWOL from a Marine train ing camp, first killed a col lege student, William A. Braverman, who had given him a lift, then picked up his girl friend, Diane Marie Weg geland. He killed a man and wife in a Kenneyville, 111., store in a holdup that netted nothing, got S8 in a bloodless hold-up at Dubuque and shot two women dead in an all night tavern at Spring Valley, Minn. The couple was cap tured on the fourth day near Dubuque. McManus was sen tenced to life imprisonment. Bodies Tossed Into Mine In another recent mass murder, William E. Cook, Dec. 30, 1950, stopped a car at gunpoint in Oklahoma and forced Carl Mosser, Atwood, 111., his wife and their three small children to drive aim lessly about the Southwest for four days before he killed them all and tossed their bodies into an abandoned mine shaft at Joplin, Mo. Cook killed another man in California's Mojave desert and was arrested Jan. 15, 1951, in Mexico, after a series of similar kidnapings in which he had spared his victims. He was executed in California in 1952. Hotel Compliments MHS Band Members The Hotel Drake Wiltshire, San Francisco, has compli mented instructors, parents and students of Medford High school for the conduct of band members at the hotel during their stay there late in De cember. The Medford High school band, which played at the E a s t-West Shrine football game Dec. 28, stayed at the hotel. General Manager John B. Quigley wrote: "It was again our pleasure : to have the Medford, Ore., j High school band as guests at I the Drake Wiltshire at the! end of last year. We again wish to compliment your in structors, the parents of these children and the children themselves on their exem plary conduct while they were here. It is always a pleasure to accommodate these young people, as they are always well behaved and mannerly about the hotel. JIJ FACTORY CHESS GAME Vienna API The Czech Communist Party organ Rude Pravo reported today that many workers at the Pilsen locomotive factory play chess on the job instead of working. Noting that production at the plant sank 19 per cent last year and that foreign cus tomers were getting impa tient for long delayed orders, the paper said "employees at the Lenin works in Pilsen sometimes play chess for many hours when they should be at work." SNOW BUNNY'S PARADISE While it rained heavily throughout Northern California over the last weekend, the storm brought joy to many a snow bunny as it de posited about two feet of snow in the Sierras. Weymouth, 79, a trucking company executive whose varied business career includ ed the construction and bank ing industries, died after a long illness at his home Wed nesday. Movie actress Hedy Lamarr owes two lawyers $24,557 in fees for work they did for her during the past four years, according to allegations in a suit on file today in Super ior Court. Attorneys William G. Israel and Morton B. Harper charged that the glamorous actress had rot paid them S3.557 for gen eral services performed over the past four years, nor $16, 000 still owed of a promised $25,000 for special work they did in connection with the film, "Love of Three Queens." Also named in the suit were Mercury Industries and La marr Productions Inc. Medford Students Get Scholarships Corvallis Sallie Kath aryn Greaser and Jack L. Terzenbach of Medford have been awarded scholarships covering partial tuition fees for winter and spring term studies at Oregon State col lege. Miss Greaser is a freshman and Terzenbach is a junior. Both are in the school of sci ence. The scholarships, which will pay $46 tuition fees for j each of the two terms, are sponsored by the state system of higher education. The state scholarships are awarded each year to a limited number of outstanding students enrolled in Oregon colleges. Miss Greaser is the daugh ter of Mr. and Mrs. Ben Greas er, 663 South Holly st., and Terzenbach is the son of Mr. and Mrs. Max Terzenbach, 1285 Corona ave. Both are graduates of Medford High school. BEING OF SOUND MIND Martinez, Calif. (IP) Eli Stewart, a ranch hand who died New Year's Day at the age of 79. left his S900 estate to his friends, Mr. and Mrs. W. L. Moffatt, with this stern instruction in his will: "I don't believe in tomb stones and I don't want no $50 suits to be buried in. I have not had one in 30 years. If anything is left after funeral expenses, I want you to drink it up."
