SIX MTOrORD (OREGON) MAIL TRIBUNE Tuesday, December 24, 1957 Morse Making Trip To Far East; Says Wheat Should Replace Arms By A. ROBERT SMITH Mail Tribune Correspondent Washington Senator Wayne Morse is going around the world, and doing it in quite a bit less than 80 days. On an official trip for the Senate Foreign Relations Com mittee, Morse served as chair man of a three man American delegation to the Common wealth Parlia mentary Con ference last A. Robt Smitu wees in ixew Delhi, India. The other delegates were Senators Frank Carlson of Kansas and Thurston Morton of Kentucky, both Republicans. Accompanied by Mrs. . Morse, the Oregon Democratic senator plans to return via the Far East. It will be their first visit to Asia. While Morse's expenses are being paid by the Senate, his office said the senator is paying the expenses of Mrs. Morse. Traveling by commercial air liner, they left Dec. 4 and ex pect to return to the Wast Coast Dec. 29. The senator's office said he had no plans to stop in Ore gon but would return directly to Washington to prepare for the opening of the new session of Congress, Jan. 7. Morse had been to Europe previously. Probably the most notable occasion was in 1952 right after the Republican na tional convention at which Gen. Dwight D. Eisenhower, recently returned from head of NATO, was nominated with Morse's help as a GOP delegate to that convention. Following his trip abroad, Morse announced his de fection from the Eisenhower campaign, saying he was disil lusioned by what he learned of the general's work at NATO. Forced on lo Rome Leaving New York, the Morses were unable to land in London, where the delegation was to be briefed. Bad weather forced their plane on to Rome. Then they went to Bierut, where Morse said he rever saw such terrible conditions of poverty. They then went to Karachi and to New Delhi for the week's conference. Last Tuesday Morse, a long-standing Rotarian, turned up in Madras as a Rotary lunch eon speaker. Their itinerary after that includes Bangkok, Hong Kong, Manila, Tokyo, where they plan to spend Christ mas, and home via Honolulu. Writing from New Delhi, Morse said that Asiatic dele gates to the conference "did not hesitate to make clear to us that American wheat is a much more effective weapon against com munism in underdeveloped areas of the world than are jet bomb rs or threats of massive retalia-tion."- Mililon Are Hungry "These teeming millions are hungry," observed Morse. "They can be strengthened much more (and so can freedom) with econ omic loans for dams, irrigation projects, agricultural programs, and jo b-creating enterprises such as steel mills, manufactur ing plants and roads, than by military aid and the defense support by the hundreds of mil lions of dollars that has gone along with mlitary aid." Morse said America's present f oreiw-i policy "will never do the job" because it "overemphasizes military aid and so-called de fense support." He said !"a frac tion of the same amount for economic development would have really strengthened the cause of freedam in these coun tries." He. said loans for econo mic development instead of "handouts for military : waste would save the American tax payers great sums." When India's prime minister Nehru "refers to 3rifish . and American foreign policy as pac tomania, they applaud," de clared the senator.
