TELEVISION and RADIO By John Crosby THE CITY STATION FIVE YEARS LATER Five years ago I wrote that WNYC, the city-owned radio sta tion in New York, was in deep distress. City Comptroller Laza rus Joseph suggested closing the station to save the city $315,000. But today WNYC is charging along merrily although it costs the city $435,000 a year to run. But what the city gets for its money! Festivals. Five years ago I mentioned that WNYC some times scrapped its schedule to carry a Shakespearean Festival. Now there are more festivals than ever art, opera, poetry, books, plays. Whole weeks are devoted to education, science, or mental health. Hours are de voted to music (including some excruciatingly esoteric music) and there is more live music than on any other station. WNYC also devotes more time to the spoken word than ever before. Seymour Siegel, director of the station, says there is a big thirst for this sort of culture and WNYC is busily filling it. There is Cyril Ritchard's BBC Theater with BBC recordings of plays intro duced by Ritchard, and pro grams of poets reading their own poetry. Music is still as it was five years ago the most popular thing on WNYC. Five years ago the station had a connoisseur's connoisseur of music named David Randolph; today, says Siegel, WNYC has "about a dozen David Randolphs." Today the station has Ruby Mercer who does the "Mr. and Mrs. Opera" show, plays records and interviews artists and Metropoli tan Opera executives. New York still gets more U.N. coverage than any other city, although WNYC carries about 100 hours a week less than it once did. WNYC's passionately loyal little band of listeners (400,000 to 500,000) is as vocifer ous, opinionated, and as loyal as ever. They write furious letters when a festival comes along and interrupts their regular pro grams, eliminating some, of their favorites for a week. They write in to say they're hopping mad but says Siegel "the letters always end by saying we under stand and we love you anyway." Actually, they can't stay mad when WNYC is all they have. The station is the egghead's last stronghold, WQXR, "The New York Times" station, having sold out to the monied interests long ago. No other station, for ex ample, would dream of carrying recordings of Dylan Thomas reading his own poetry, Edward Tatnall Canby reviewing record ings from the technical stand point for hi fi maniacs, Oliver Daniels New Ideas in Music, French poetry and drama in French, Ospar Brand who con ducts the oldest folk music pro gram on the air, and avant garde material of the sort that WNYC scatters throughout all its regular programs. WNYC is, of course, loaded with prizes. Last year it won two Peabody Awards one for the best educational program, Virginia Peterson's "Books in Profile," and the other for the best children's program, Thomas Sherman's Little Symphony Or chestra. Last year, it won the Prix Italia for the documentary "Sounds of My City" in which a guy named Tony Schwartz got 45,000 different sounds of New York on tape. WNYC for years has been in a hassle with WCCO of Minne apolis which operates on the same frequency. The signals clash at night. But the Federal Communications Comm i s s i o n has granted WNYC the right to stay on the air at night anyway because of its quality pro gramming. . The F.C.C. examiner, Eliza beth Smith, said the two stations couldn't be compared without taking into account qualitative distinctions. "Serious music is an important part of WNYC's programming," she said. "No other station pro vides as much live music, gives as much time to artists and com posers, or presents as many new, unusual, or experimental compositions. Station WNYC also broadcasts a wide range of other programs, primarily in the fields of education, cultural topics, international affairs, with particular emphasis on better understanding among the people of different nations, the work and proceedings of the United Nations, programming for youth, weather data, and all govern mental activities. It is an im portant adjunct of New York City." Eventually, WNYC will be a TV station, too. It has a permit for Channel 31. A UHF station is delayed simply because no money is forthcoming to build it. But when it's built it'll be a real city station, Siegel says. Schools will use it. The police department can show the lineup to all precincts at once to save the 500 man hours consumed by men traveling from the pre cincts to see it. There'll be re fresher courses for firemen who won't have to leave the fire house to see them. There'll be nursing courses. All these things, Siegel says should save the city money.
