Air Force up to $3 million in damage from typhoon JTaye the 150 mile an hour blast'that rip per Okinawa for six hours Thurs day. Reports from the island's two huge air bases at Naha and Ka dena indicate reluctance to spend money necessary to button up against the typhoon and a deci sion not to fly aircraft to safer fields to save fuel expenditure were at least partly responsible for the loss of nearly 30 aircraft. The Air Force has refused to give a damage estimate while "a board of investigation" order ed by Lt. Gen. Fred erick H. Smith Jr., Fifth Air Force com mander, sought to place the blame for the costly foul-up.
